【摘要】：中國的決策咨詢活動經(jīng)歷了個體智囊人物一一智囊團(tuán)一一思想庫三個階段。"謀士"、"智士"、"咨議"和"參議"等個體智囊人物和博士組織、諫官系統(tǒng)、翰林院和幕府等智囊團(tuán)等都不具備當(dāng)代中國思想庫的最初形態(tài)。只有戰(zhàn)國時期具有相當(dāng)規(guī)模、具有詢議和一定學(xué)術(shù)功能的稷下學(xué)宮才是當(dāng)代中國思想庫的真正雛形,它對當(dāng)代中國思想庫的建設(shè)和發(fā)展具有重大的借鑒和啟迪意義。
