【摘要】：正新公共管理理論基礎(chǔ)的積累經(jīng)歷了一個(gè)相當(dāng)長的過程,公共行政學(xué)建立之前,人類就對公共管理積累了一些經(jīng)驗(yàn)。到十九世紀(jì)韋伯的官僚制理論和泰勒科學(xué)管理理論對公共管理學(xué)更是產(chǎn)生了重要的影響,此后又有許多學(xué)者和學(xué)術(shù)流派都不同程度地對公共管理學(xué)的發(fā)展作出了貢獻(xiàn)。不過對公共管理產(chǎn)生更直接影響的理論主要是二十世紀(jì)中葉以來的新制度經(jīng)濟(jì)學(xué)、新管理主義、重塑政府理論等。一、公共選擇理論公共選擇是通過集體行動(dòng)和政治過程來界定資源在公共品中的分配,也是一種用非市場方式解決公共
[Abstract]:The accumulation of the theoretical basis of the new public management has gone through a long process. Before the establishment of public administration, human beings have accumulated some experience on the public management. By the 19th century, Weber's bureaucracy theory and Taylor's scientific management theory had an important impact on public management, and since then, many scholars and academic schools have contributed to the development of public management to varying degrees. However, the theories that have a more direct impact on public management are mainly the new institutional economics, new managementism and the theory of reshaping the government since the middle of the 20th century. First, the theory of public choice: public choice defines the distribution of resources in public goods through collective action and political process, and it is also a non-market way to solve the public problem.
