【摘要】：日本智庫在經(jīng)歷了四次發(fā)展高潮以及調(diào)整期后,形成了由政府系統(tǒng)智庫、企業(yè)系統(tǒng)智庫以及民間獨(dú)立智庫等構(gòu)成的智庫體系,在日本經(jīng)濟(jì)社會發(fā)展過程中發(fā)揮著提供決策建議、儲備政府及政策人才以及喚起民眾參與政策制定等功能。為了改變?nèi)毡局菐齑嬖诘倪^度依賴母體或政府、政策建議功能停滯等問題,日本也在摸索著改變決策機(jī)制、構(gòu)建智庫網(wǎng)絡(luò)、建立新型智庫等方面的改革。
[Abstract]:After four periods of development and adjustment, Japanese think tanks have formed a system of think tanks composed of government system think tanks, enterprise system think tanks and private independent think tanks, which are playing a role in providing policy advice in the process of Japan's economic and social development. Reserve government and policy personnel and arouse public participation in policy making and other functions. In order to change the problems of excessive dependence on the parent or government and stagnant function of policy advice, Japan is also exploring the reform of changing the decision-making mechanism, constructing a network of think tanks and establishing a new type of think tanks.
