【摘要】：本文以德國(guó)的學(xué)術(shù)型智庫(kù)、擁護(hù)型智庫(kù)和政黨智庫(kù)為考察對(duì)象,分別闡述了智庫(kù)與國(guó)家創(chuàng)新體系、個(gè)人利益和政黨之間的密切聯(lián)系。德國(guó)智庫(kù)可供對(duì)中國(guó)智庫(kù)借鑒的是增強(qiáng)智庫(kù)的獨(dú)立性并加大對(duì)學(xué)術(shù)型智庫(kù)的財(cái)政支持,以減少不同類型智庫(kù)間的資金競(jìng)爭(zhēng)。
[Abstract]:Taking the academic think tank, the support think tank and the political party think tank of Germany as the object of investigation, this paper expounds the close relationship between the think tank and the national innovation system, the personal interest and the political party respectively. What the German think-tank can learn from the Chinese think-tank is to enhance the independence of the think-tank and increase the financial support to the academic think-tank, so as to reduce the fund competition among the different types of think-tanks.
