美國STAR METRICS項目及其對我國科技評價的啟示

【摘要】：聯(lián)邦政府投資于科學(xué),其產(chǎn)生的益處或者價值是什么?這是一個社會各界普遍關(guān)注的問題。2008年全球金融危機爆發(fā)之后,奧巴馬政府出臺了總額為7 870億美元的一攬子刺激經(jīng)濟復(fù)蘇方案,其中76億美元被直接用于科學(xué)研究。為了向公眾展示科學(xué)研究資金如何對美國經(jīng)濟社會產(chǎn)生影響,美國政府提出了STAR METRICS項目,旨在通過聯(lián)邦政府和研究機構(gòu)之間的合作,創(chuàng)建跨部門共享的數(shù)據(jù)庫以及數(shù)據(jù)展示工具,從而對聯(lián)邦RD投入的影響進行評價。對STAR METRICS項目的情況進行了深入地調(diào)研和分析,并在此基礎(chǔ)上提出對我國科技評價的若干思考。
[Abstract]:What are the benefits or values of federal investment in science? This is a widespread concern. After the 2008 global financial crisis, the Obama administration unveiled a $787 billion stimulus package, of which $7.6 billion was directed to scientific research. To show the public how funding for scientific research has had an impact on the economy and society of the United States, the U.S. government has proposed the STAR METRICS program, which aims to work together between the federal government and research institutions. Create cross-departmental shared databases and data presentation tools to evaluate the impact of federal R D inputs. This paper makes a deep investigation and analysis on the STAR METRICS project, and puts forward some thoughts on the evaluation of science and technology in China.
