【摘要】：推進(jìn)我國(guó)社會(huì)智庫(kù)健康發(fā)展,要形成與不同類型的社會(huì)智庫(kù)相匹配的功能體系與角色定位,從合法身份、稅收優(yōu)惠、組織性質(zhì)認(rèn)知、品牌建設(shè)、財(cái)務(wù)人才與技能培訓(xùn)等方面提高資金籌資和財(cái)務(wù)管理能力,從"家長(zhǎng)式"治理模式、信息公開制度與行業(yè)自律等方面完善內(nèi)部治理機(jī)制,以簡(jiǎn)政放權(quán)、法律制定、立法銜接為突破口構(gòu)建靈活多樣的主體資格制度,圍繞采購(gòu)范圍、指導(dǎo)性目錄、購(gòu)買方式、投標(biāo)機(jī)制、財(cái)政支持與投入等建立公平公正的市場(chǎng)化運(yùn)營(yíng)機(jī)制,從監(jiān)督機(jī)制、需求引導(dǎo)、激勵(lì)機(jī)制、評(píng)估機(jī)制與信息共享等六方面建立監(jiān)督引導(dǎo)機(jī)制。
[Abstract]:To promote the healthy development of our country's social think tanks, we must form a functional system and role orientation that matches different types of social think tanks, from the perspective of legal status, tax preference, organizational nature cognition, brand building, Improve the ability of fund raising and financial management in the aspects of financial personnel and skill training, perfect the internal governance mechanism from the aspects of "paternalistic" governance model, information disclosure system and industry self-discipline, so as to simplify the power of government and make laws. Legislative convergence is the breakthrough point to construct a flexible and diverse system of subject qualification, and to establish a fair and fair market-oriented operation mechanism around the scope of procurement, guiding catalogue, purchasing method, bidding mechanism, financial support and input, etc., from the supervision mechanism, It establishes supervision and guidance mechanism in six aspects, such as demand guidance, incentive mechanism, evaluation mechanism and information sharing.
