【摘要】：區(qū)域應急網(wǎng)絡是在完善和超越現(xiàn)存區(qū)域應急聯(lián)動體系的基礎上,引入現(xiàn)代治理與善治理念,拓展區(qū)域應急主體與范圍構建而成的長期合作網(wǎng)絡和制度平臺,將傳統(tǒng)等級權力結構與半封閉式管理格局演變?yōu)榫W(wǎng)格與網(wǎng)絡相互嵌套、彼此支撐、協(xié)同應急的多層網(wǎng)絡治理結構,由此帶來的將是區(qū)域應急功能的巨大優(yōu)化。在其運行過程中,將視應急情景、影響范圍、危害程度、應急階段等的不同實現(xiàn)平戰(zhàn)結合、統(tǒng)分結合、分層治理、分級應對,形成區(qū)域內縱向到低、橫向到邊、全方位、立體化的綜合協(xié)調聯(lián)動系統(tǒng)。
[Abstract]:The regional emergency response network is a long-term cooperative network and system platform based on perfecting and surpassing the existing regional emergency response linkage system, introducing the concept of modern governance and good governance, and expanding the regional emergency subject and scope. The traditional hierarchical power structure and semi-closed management structure are transformed into the multi-layer network governance structure, which nests grid and network, supports each other, and collaborates with emergency response, which will result in the huge optimization of regional emergency response function. In the course of its operation, depending on the emergency situation, the scope of influence, the degree of harm, the emergency stage and so on, the combination of peacetime and war, the combination of unity and division, the management of layers, and the response at different levels will form a region that is longitudinally to low, horizontal to side, and omnidirectional.
