【摘要】：[目的/意義]陜西智庫建設(shè)面臨總體質(zhì)量不高的問題,探討如何通過優(yōu)化其宏觀發(fā)展模式而提高智庫整體水平具有一定的實(shí)踐和理論意義。[方法/過程]在中國特殊的政策運(yùn)行背景下,分析各類智庫在其影響政策的關(guān)鍵要素占有方面存在的差異,在此基礎(chǔ)上,從資源互補(bǔ)的視角探討陜西智庫的網(wǎng)絡(luò)化發(fā)展模式。[結(jié)果/結(jié)論]研究發(fā)現(xiàn),圈層結(jié)構(gòu)下的各類智庫在政策分析能力、學(xué)術(shù)研究能力、政策系統(tǒng)內(nèi)信息和地方情境性信息以及研究成果的傳遞通道等方面存在互補(bǔ)性,基于此構(gòu)建的智庫合作網(wǎng)絡(luò)平臺及政策思想市場有助于快速提高陜西智庫的整體質(zhì)量水平。
[Abstract]:[objective / significance] the construction of Shaanxi think tank is faced with the problem that the overall quality is not high. It is of certain practical and theoretical significance to discuss how to improve the overall level of the think tank by optimizing its macroscopic development mode. [method / process] under the background of China's special policy operation, this paper analyzes the differences in the possession of the key elements that affect the policies of various think-tanks, and on this basis, discusses the networked development model of Shaanxi think-tanks from the perspective of complementary resources. [results / conclusions] the study found that various think-tanks under the structure of the circle complement each other in terms of their capacity for policy analysis, academic research, information within the policy system and local situational information, as well as the channels of transmission of research results. The cooperative network platform of think-tank and the policy thought market are helpful to improve the overall quality of Shaanxi think-tank.
