【摘要】：政府部門之間的災害情報和應急資源能否聯動共享,極大影響政府應急治理的協同效率。根據DeLone和McLean(1992)提出的信息系統成功模型的基本框架,研究應急資源協同對于跨部門應急信息系統構建的影響。傳統的IS成功模型是建立在企業(yè)信息系統基礎上的,在理論上未必適用于政府信息系統的建構闡釋。將政府部門之間的資源協同需求作為重要變量引入進來,以IS成功模型為理論基石和橋梁,綜合考慮應急聯動系統建設的動因、過程和結果3個層次,揭示應急資源協同需求對聯動信息系統成功的因果機理。研究結果為應急聯動信息系統建設提供理論解釋體系和實踐路徑方案。
[Abstract]:Whether the disaster information and emergency resources among government departments can be shared. The collaborative efficiency of government emergency management is greatly affected. According to the basic framework of information system success model proposed by DeLone and McLean 1992. This paper studies the impact of emergency resource collaboration on the construction of inter-departmental emergency information system. The traditional is success model is based on enterprise information system. In theory, it may not be applicable to the construction and interpretation of government information system. The resource coordination needs among government departments are introduced as important variables, and the success model of is is used as the theoretical cornerstone and bridge. Considering comprehensively the motivation, process and result of the construction of emergency linkage system. The research results provide theoretical explanation system and practical path scheme for the construction of emergency linkage information system.
