文章摘要針對環(huán)境風(fēng)險評價的特征,從HJ/T169-2004《建設(shè)項目環(huán)境風(fēng)險評價技術(shù)導(dǎo)則》、GB18218—2009《危險化學(xué)品重大危險源辨識》等現(xiàn)有環(huán)境風(fēng)險評估技術(shù)規(guī)范和標準中直接篩選了物質(zhì)危險性、主要原料最大存量與臨界量、原料中有毒有害物質(zhì)使用量等10項指標;結(jié)合工業(yè)園區(qū)環(huán)境風(fēng)險區(qū)域性、復(fù)雜性及綜合性等特征,,提出了行業(yè)類別、危險廢物處理處置方式、污染物排放方式和污染物排放濃度達標情況等9項指標,共計19項指標作為工業(yè)園區(qū)環(huán)境風(fēng)險評價指標體系.在我國東、中和西部地區(qū)近20個工業(yè)園區(qū)的管理者、企業(yè)及園區(qū)公眾發(fā)放600份問卷,運用層次分析法(analytic hierarchy process,AHP)構(gòu)建了工業(yè)園區(qū)環(huán)境風(fēng)險評價指標權(quán)重遞階層次結(jié)構(gòu)模型.模型結(jié)果顯示,影響工業(yè)園區(qū)環(huán)境風(fēng)險等級準則層權(quán)重依次為風(fēng)險源(0.4663)、監(jiān)管機制(0.3010)和受體(0.2327);累積性環(huán)境風(fēng)險源特征指標中危險廢物處理處置方式(權(quán)重居第1位,下同)和污染物排放濃度達標情況(第2位)指標權(quán)重較突發(fā)性風(fēng)險源特征指標——物質(zhì)危險性(第4位)、原料中有毒有害物質(zhì)使用量占比(第9位)、主要原料最大儲存量與臨界值(第18位)等指標排序優(yōu)先;對于體現(xiàn)工業(yè)園區(qū)環(huán)境風(fēng)險預(yù)防和監(jiān)管的指標權(quán)重相對較高,如行業(yè)類別,園區(qū)環(huán)境監(jiān)控情況、環(huán)境風(fēng)險監(jiān)管機制中日常環(huán)境管理制度中的環(huán)境監(jiān)控情況(第5位)權(quán)重也高出了環(huán)境風(fēng)險制度體系中事故應(yīng)急預(yù)案(第8位)指標權(quán)重;但是,在對受體關(guān)注程度上生態(tài)環(huán)境質(zhì)量和安全等指標的權(quán)重仍舊很。

AbstrAccording to the characteristics of environmental risk assessment, 10 indicators, including hazard of substance, maximum storing capacity and critical mass of main raw material, usage amount of toxic and harmful substance in raw material, are directly cited from the existing technical specifications and standards of environmental risk assessment, such as ' Technical Guidelines for Environmental Risk Assessment on Projects', 'The Standard of Major Hazard Source Identification'. Additionally, combining environmental risk features of industrial park as regional, complex and integrated, 9 indicators, including industry category, hazardous waste treatment and disposal method, pollutants emitting way and concentration, were complementaUy proposed. Total 19 indicators above form the environmental risk assessment indicator system of industrial park. There were 600 questionnaires issued to management departments, enterprises, and public of nearly 20 industrial parks in China, and the hierarchical structure model on environmental risk assessment indicator weights of industrial park is established by Analytic Hierarchy Process (AHP). The result showed that the total interviewees believed that the weight of criterion layer are risk source ( 0.4663 ) , supervision mechanism ( 0. 3010 ) , and receptor (0. 2327) in sequence; that the weight of accumulative environmental risk source indicators (hazardous waste treatment and disposal method ( 1 s, ) and research the standard of pollutants emitting concentration (2nd) ) are prior to the indicators of emergency environmental risk source (hazard of substance (4th), usage amount of toxic and harmful substance in the raw material (9th), maximum storing capacity and critical mass of main raw ma
