【摘要】：財(cái)務(wù)共享服務(wù)中心誕生于20世紀(jì)80年代,最初是由一些大型的企業(yè)集團(tuán)設(shè)立專(zhuān)門(mén)的財(cái)務(wù)中心處理一些簡(jiǎn)單化的業(yè)務(wù)流程。但是隨著全球經(jīng)濟(jì)的高速發(fā)展,企業(yè)集團(tuán)內(nèi)部開(kāi)始成立眾多分、子公司以實(shí)現(xiàn)跨地區(qū)、跨行業(yè)的發(fā)展。這都促使著集團(tuán)規(guī)模不斷擴(kuò)大,企業(yè)的業(yè)務(wù)流程處理效率逐年降低,財(cái)務(wù)管理成本逐年增加。針對(duì)這些問(wèn)題,越來(lái)越多的國(guó)外企業(yè)開(kāi)始嘗試建立財(cái)務(wù)共享服務(wù)中心,旨在降低財(cái)務(wù)管理成本,提高企業(yè)財(cái)務(wù)管理的質(zhì)量和工作效率。財(cái)務(wù)共享服務(wù)中心在企業(yè)財(cái)務(wù)管理中的優(yōu)勢(shì)逐漸引起我國(guó)企業(yè)的重視,許多大型的國(guó)內(nèi)企業(yè)意識(shí)到設(shè)立財(cái)務(wù)共享服務(wù)中心的必要性。實(shí)際上,中國(guó)在運(yùn)作財(cái)務(wù)共享服務(wù)中心方面確實(shí)存在著巨大的潛能,這種創(chuàng)新的管理模式需要得到適當(dāng)?shù)耐茝V。我國(guó)的電力企業(yè)幾乎都是大型的集團(tuán)企業(yè),在建立財(cái)務(wù)共享服務(wù)中心方面存在著巨大的優(yōu)勢(shì)。近幾年,我國(guó)的電力企業(yè)也面臨著諸多的問(wèn)題,電價(jià)下調(diào)與成本增加迫使電力企業(yè)利潤(rùn)逐年縮減。同時(shí),電力體制改革打破了電力行業(yè)傳統(tǒng)的壟斷格局。如何在行業(yè)中拔得頭籌也是企業(yè)管理人員面臨的難題。所以,財(cái)務(wù)部門(mén)作為企業(yè)最重要的部門(mén)之一,建立財(cái)務(wù)共享服務(wù)中心是財(cái)務(wù)管理模式的創(chuàng)新,可以在一定程度上為企業(yè)的創(chuàng)新發(fā)展打下良好的基礎(chǔ)。本文首先通過(guò)研讀國(guó)內(nèi)外關(guān)于財(cái)務(wù)共享服務(wù)中心應(yīng)用的文獻(xiàn),為文章撰寫(xiě)打下良好的理論基礎(chǔ)。其次從我國(guó)電力企業(yè)的發(fā)展現(xiàn)狀入手,總結(jié)歸納了制約我國(guó)電力企業(yè)在財(cái)務(wù)管理方面的一些重要問(wèn)題,以此引出建立財(cái)務(wù)共享服務(wù)中心的必要性。在電力企業(yè)建立財(cái)務(wù)共享服務(wù)中心可行性的論證方面,結(jié)合五大關(guān)鍵因素以及財(cái)務(wù)共享服務(wù)值量化模型給予完整分析。最后針對(duì)案例企業(yè)建立財(cái)務(wù)共享服務(wù)中心的實(shí)踐經(jīng)驗(yàn)以及運(yùn)營(yíng)過(guò)程中存在的問(wèn)題,提出一些針對(duì)電力企業(yè)建立財(cái)務(wù)共享服務(wù)中心可能會(huì)面臨的問(wèn)題以及解決對(duì)策。本文通過(guò)研究財(cái)務(wù)共享服務(wù)中心的應(yīng)用,希望對(duì)正在或者將要建立財(cái)務(wù)共享服務(wù)中心的電力企業(yè)提供借鑒價(jià)值。
[Abstract]:Financial sharing Service Center (FSC) was born in the 1980s. At first, some large enterprise groups set up special financial centers to deal with some simplified business processes. However, with the rapid development of the global economy, the enterprise group began to set up a large number of sub-companies to achieve cross-regional, cross-industry development. This causes the expansion of the scale of the group, the business process processing efficiency is decreasing year by year, and the financial management costs are increasing year by year. In order to reduce the cost of financial management and improve the quality and efficiency of financial management, more and more foreign enterprises try to establish financial sharing service center. The advantage of financial sharing service center in enterprise financial management has gradually aroused the attention of Chinese enterprises. Many large domestic enterprises realize the necessity of setting up financial sharing service center. In fact, China does have great potential to operate financial sharing service centers, and this innovative management model needs to be appropriately promoted. Almost all the electric power enterprises in our country are large group enterprises, which have great advantages in establishing financial sharing service center. In recent years, the electric power enterprises in our country are also facing many problems. The reduction of electricity price and the increase of cost force the power enterprises to reduce their profits year by year. At the same time, the electric power system reform has broken the traditional monopoly pattern of the electric power industry. How to get the top in the industry is also a difficult problem for enterprise managers. Therefore, as one of the most important departments of enterprises, the establishment of financial sharing service center is the innovation of financial management mode, which can lay a good foundation for the innovation and development of enterprises to a certain extent. Firstly, this paper studies the domestic and foreign literature about the application of financial sharing service center, and lays a good theoretical foundation for the writing of the article. Secondly, starting with the current situation of the development of electric power enterprises in our country, this paper sums up some important problems that restrict the financial management of our country's electric power enterprises, and then leads to the necessity of establishing the financial sharing service center. In the demonstration of the feasibility of establishing financial sharing service center in electric power enterprises, five key factors and the quantitative model of financial sharing service value are combined to give a complete analysis. Finally, in view of the practical experience of establishing financial shared service center and the problems in operation, some problems and solutions to the establishment of financial sharing service center for electric power enterprises are put forward. By studying the application of financial sharing service center, this paper hopes to provide reference value for electric power enterprises that are or will set up financial sharing service center.
