【摘要】：當(dāng)前我國(guó)加速實(shí)施的以“三去一降一補(bǔ)”為重點(diǎn)的供給側(cè)結(jié)構(gòu)性改革,為艱難的制造業(yè)轉(zhuǎn)型升級(jí)提供了新的發(fā)展思路,而且制造業(yè)與生產(chǎn)性服務(wù)業(yè)融合已經(jīng)成為當(dāng)今現(xiàn)代制造業(yè)發(fā)展的主流趨勢(shì)。目前我國(guó)正在以加快發(fā)展生產(chǎn)性服務(wù)業(yè)作為制造業(yè)轉(zhuǎn)型升級(jí)的新引擎和重要抓手,來推動(dòng)我國(guó)制造業(yè)由低端向中高端發(fā)展,進(jìn)而實(shí)現(xiàn)由制造業(yè)大國(guó)向制造業(yè)強(qiáng)國(guó)的轉(zhuǎn)變。河北省作為全國(guó)去庫存、去產(chǎn)能的重點(diǎn)大戶,近年來數(shù)量眾多的傳統(tǒng)制造業(yè)中,絕大多數(shù)行業(yè)處于整體衰退期,制造業(yè)轉(zhuǎn)型升級(jí)任務(wù)異常艱巨,然而全省生產(chǎn)性服務(wù)業(yè)發(fā)展總體水平較低且相對(duì)滯后。因此,河北省如何通過加快發(fā)展生產(chǎn)性服務(wù)業(yè),助推全省沉重的制造業(yè)身軀實(shí)現(xiàn)調(diào)轉(zhuǎn)和奔跑跨越,是一個(gè)具有挑戰(zhàn)性的產(chǎn)業(yè)命題,值得深入探究。本文研究的核心問題是制造業(yè)轉(zhuǎn)型升級(jí)視角下的河北省生產(chǎn)性服務(wù)業(yè)發(fā)展問題,其研究的主要內(nèi)容和結(jié)論包括:一是對(duì)近幾年來全省生產(chǎn)性服務(wù)業(yè)和制造業(yè)變動(dòng)情況進(jìn)行了描述性分析,以了解兩大行業(yè)的發(fā)展現(xiàn)狀;二是基于前述兩大行業(yè)的各自研究范疇及其相互作用機(jī)理,構(gòu)建了綜合評(píng)價(jià)指標(biāo)體系,并運(yùn)用熵值法和耦合協(xié)調(diào)度模型,測(cè)算了二者之間的協(xié)調(diào)發(fā)展程度,結(jié)果表明生產(chǎn)性服務(wù)業(yè)發(fā)展相對(duì)滯后;三是定性分析了制約生產(chǎn)性服務(wù)業(yè)發(fā)展的主要因素,并采用灰色關(guān)聯(lián)法對(duì)河北省該行業(yè)影響因素進(jìn)行了計(jì)量分析,實(shí)證結(jié)果顯示,就整個(gè)行業(yè)層面而言,影響程度由大到小的因素依次為城鎮(zhèn)化水平、集聚水平、勞動(dòng)力投入、工業(yè)化程度、經(jīng)濟(jì)外向度、產(chǎn)業(yè)融合度和物質(zhì)資本投入,就六個(gè)細(xì)分行業(yè)層面而言,各個(gè)因素的影響程度存在著差異;四是依據(jù)實(shí)證分析結(jié)果,并結(jié)合河北省存在的現(xiàn)實(shí)問題,從制造業(yè)轉(zhuǎn)型升級(jí)視角上,提出了加速城鎮(zhèn)化以拓展生產(chǎn)性服務(wù)業(yè)空間、推動(dòng)該行業(yè)發(fā)展的集聚化、積極引進(jìn)和培養(yǎng)專業(yè)技能人才、促進(jìn)前述兩大行業(yè)的深度融合、加快該行業(yè)的內(nèi)外開放合作以及對(duì)不同子行業(yè)實(shí)施差別化發(fā)展政策等策略建議。
[Abstract]:At present, the supply-side structural reform accelerated in our country, which focuses on "three go, one drop and one supplement", has provided a new way of development for the difficult transformation and upgrading of the manufacturing industry. And the integration of manufacturing and producer services has become the mainstream trend of modern manufacturing development. At present, our country is developing producer service industry as the new engine and important hand of manufacturing industry transformation and upgrading, to promote the development of manufacturing industry from low end to middle and high end, and then to realize the transition from big manufacturing country to powerful manufacturing country. Hebei Province is the key household to go to inventory and capacity in the whole country. In recent years, among the large number of traditional manufacturing industries, the vast majority of industries are in an overall recession, and the task of transforming and upgrading manufacturing industries is extremely arduous. However, the overall level of producer services development in the province is relatively low and lagging behind. Therefore, how to speed up the development of producer services in Hebei Province and promote the province's heavy manufacturing industry to realize the transfer and run across is a challenging industry proposition, which is worthy of further exploration. The core problem of this paper is the development of producer services in Hebei Province from the perspective of manufacturing transformation and upgrading. The main contents and conclusions of the study are as follows: first, the changes of producer service industry and manufacturing industry in the province in recent years are analyzed in a descriptive way to understand the development status of the two major industries; Secondly, based on the respective research categories and their interaction mechanism of the two industries mentioned above, a comprehensive evaluation index system is constructed, and the degree of coordinated development between the two industries is calculated by using entropy method and coupling coordination degree model. The results show that the development of producer services is relatively lagging behind. Thirdly, the main factors restricting the development of producer services are analyzed qualitatively, and the influencing factors of Hebei province are analyzed by grey correlation method. The empirical results show that, As far as the whole industry level is concerned, the factors that influence the degree from big to small in turn are urbanization level, agglomeration level, labor force input, industrialization degree, economic extroversion, industry finance degree and material capital investment. In terms of six subdivision industry levels, there are differences in the degree of influence of each factor. Fourth, according to the empirical analysis results, and combined with the existing problems in Hebei Province, from the perspective of manufacturing transformation and upgrading, It is proposed to accelerate urbanization in order to expand the space of producer services, to promote the agglomeration of the development of the industry, to actively introduce and train professional and skilled personnel, and to promote the deep integration of the two industries. To speed up the internal and external cooperation of the industry and to implement differentiated development policies for different sub-industries and other strategic recommendations.
