【摘要】：中國加入世界貿(mào)易組織(WTO)后,鋼鐵出口量和出口額快速提高,鋼鐵出口貿(mào)易取得了一定的成果,但鋼鐵產(chǎn)業(yè)作為高污染和高能耗的行業(yè),鋼鐵出口貿(mào)易的增長也給環(huán)境帶來了一定的影響,因此需要全面客觀地評價中國鋼鐵出口貿(mào)易的經(jīng)濟效益和環(huán)境影響,判斷中國鋼鐵出口貿(mào)易的得失。本文基于此,對1994—2015年間中國鋼鐵出口貿(mào)易的經(jīng)濟效益和環(huán)境影響分別展開研究,首先概述了發(fā)展狀況,對可能影響經(jīng)濟效益和環(huán)境影響的因素做了探討;然后通過構(gòu)建評價指標體系度量了各年度中國鋼鐵出口貿(mào)易經(jīng)濟效益指數(shù)和環(huán)境影響指數(shù)的大小,并從靜態(tài)角度作了分析;之后通過向量自回歸(VAR)模型研究了經(jīng)濟效益指數(shù)和環(huán)境影響指數(shù)和其影響因素的動態(tài)關(guān)系,包括利用格蘭杰因果檢驗分析了經(jīng)濟效益指數(shù)、鋼鐵出口額、出口鋼鐵產(chǎn)品集中度和鋼鐵顯性比較優(yōu)勢指數(shù)之間的格蘭杰因果關(guān)系,環(huán)境影響指數(shù)和進出口含污量占比之間的格蘭杰因果關(guān)系,并利用脈沖響應(yīng)函數(shù)和方差分解分別分析了各變量發(fā)生沖擊時對經(jīng)濟效益指數(shù)和環(huán)境影響指數(shù)產(chǎn)生的影響;最后對中國鋼鐵出口貿(mào)易經(jīng)濟效益和環(huán)境影響進行了綜合分析并提出了政策建議。研究結(jié)果表明,1994—2015年間,中國鋼鐵出口貿(mào)易經(jīng)濟效益指數(shù)總體呈上升趨勢,中國鋼鐵出口貿(mào)易環(huán)境影響指數(shù)呈上下波動趨勢;中國鋼鐵出口貿(mào)易規(guī)模對經(jīng)濟效益長期的提升起引導(dǎo)作用,中國鋼鐵出口貿(mào)易規(guī)模、出口貿(mào)易結(jié)構(gòu)和出口貿(mào)易競爭力對經(jīng)濟效益短期的提升有積極作用,進出口含污量占比對環(huán)境影響長期和短期的提升均有積極作用;長期內(nèi)經(jīng)濟效益的增長伴隨著所造成環(huán)境污染的減輕,短期內(nèi)伴隨著所造成環(huán)境污染的加劇,但環(huán)境污染加劇的趨勢得到了遏制。最后提出政策建議:堅定發(fā)展鋼鐵出口貿(mào)易;堅持綠色發(fā)展中國鋼鐵產(chǎn)業(yè);促進中國鋼鐵出口貿(mào)易創(chuàng)新發(fā)展。
[Abstract]:After China's accession to the World Trade Organization (WTO), the export volume and export volume of iron and steel have increased rapidly, and the export trade of steel has made certain achievements, but the steel industry is a highly polluting and energy-consuming industry. The growth of iron and steel export trade also has a certain impact on the environment, so it is necessary to comprehensively and objectively evaluate the economic and environmental impact of China's iron and steel export trade. Judging the gains and losses of China's iron and steel export trade. Based on this, this paper studies the economic benefits and environmental impact of China's iron and steel export trade from 1994 to 2015, first of all, it summarizes the development situation of China's iron and steel export trade. The factors that may affect economic efficiency and environmental impact are discussed. Then the paper measures the economic benefit index and the environmental impact index of China's iron and steel export trade by constructing the evaluation index system, and makes an analysis from the static point of view. Then the dynamic relationship between the economic benefit index and the environmental impact index and its influencing factors are studied by using the vector autoregressive (VAR) model, including the Granger causality test to analyze the economic benefit index. Granger causality between iron and steel exports, concentration of export steel products and dominant comparative advantage index of iron and steel, Granger causality between environmental impact index and proportion of import and export pollution. The impulse response function and variance decomposition are used to analyze the impact on the economic benefit index and the environmental impact index respectively. Finally, the economic benefit and environmental impact of China's iron and steel export trade are comprehensively analyzed and policy recommendations are put forward. The results show that China's iron and steel export trade will be carried out from 1994 to 2015. The economic benefit index of China's iron and steel export trade is on the whole rising, and the environmental impact index of China's iron and steel export trade is fluctuating up and down. The scale of China's iron and steel export trade plays a leading role in the long-term improvement of economic benefits. The scale of China's iron and steel export trade, the structure of export trade and the competitiveness of export trade play a positive role in the short-term improvement of economic benefits. The proportion of import and export pollution has a positive effect on the long-term and short-term promotion of environmental impact; In the long run, the increase of economic benefits is accompanied by the reduction of environmental pollution, and the aggravation of environmental pollution in the short term. However, the trend of increasing environmental pollution has been contained. Finally, some policy suggestions are put forward: developing steel export trade firmly; Adhere to the green development of China's iron and steel industry; Promote the innovation and development of China's iron and steel export trade.
