【摘要】:工業(yè)作為寧夏經(jīng)濟貢獻的主要力量,在運行過程中依能依重,增長面臨資源和環(huán)境雙重約束。論文運用DEA模型,一方面從與全國30個省(直轄市、自治區(qū))進行橫縱向?qū)Ρ?另一方面,對環(huán)境約束下寧夏工業(yè)效率從分行業(yè)、分類型及分地區(qū)進行全面評價,最后對環(huán)境約束下的寧夏工業(yè)綜合技術(shù)效率值進行影響因素分析,探討提高寧夏工業(yè)效率的路徑。研究發(fā)現(xiàn)與全國30個決策單元相比,寧夏工業(yè)效率在環(huán)境約束前后無明顯變化,受到純技術(shù)效率和規(guī)模效率的雙重制約在全國處于較低效率狀態(tài);工業(yè)Malmquist生產(chǎn)率增長指數(shù)在2003-2014年間總體處于下降趨勢,效率改進指數(shù)12年間的平均值為負數(shù)。寧夏工業(yè)三大行業(yè)中采掘業(yè)的綜合技術(shù)效率最低,消費性工業(yè)品生產(chǎn)行業(yè)的效率要優(yōu)于生產(chǎn)性工業(yè)品生產(chǎn)行業(yè);工業(yè)效率較差的行業(yè),環(huán)境約束后效率也較差。輕工業(yè)效率優(yōu)于重工業(yè),大型企業(yè)工業(yè)效率最差;外商投資企業(yè)工業(yè)效率最優(yōu),內(nèi)資企業(yè)中國有企業(yè)效率最差;銀川市工業(yè)效率在五市中最優(yōu),石嘴山市和固原市環(huán)境約束下工業(yè)效率有待改善。寧夏工業(yè)效率與經(jīng)濟發(fā)展水平、產(chǎn)業(yè)結(jié)構(gòu)、對外開放度、政府環(huán)境規(guī)制呈正相關(guān)關(guān)系,與資本深化度、工業(yè)所有制結(jié)構(gòu)、勞動力質(zhì)量呈負相關(guān)關(guān)系。寧夏工業(yè)要堅持綠色與開放發(fā)展,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和區(qū)域工業(yè)布局,重創(chuàng)新、重研究、上規(guī)模,加強對采掘業(yè)、重工業(yè)、大型企業(yè)、國有企業(yè)的重點改革。

The efficiency of the industry and the level of economic development in Ningxia, industry structure, degree of openness, the government environmental regulation was positively correlated with the degree of industrial capital deepening, all the structure, there was a negative correlation between the quality of the labor force. The industry of Ningxia should adhere to green development and opening up, optimize the industrial structure and the regional industrial layout, innovation, heavy research, on the scale, strengthen the The key reforms of the mining industry, heavy industry, large enterprises, and state-owned enterprises.
