【摘要】：北京高校和科研機(jī)構(gòu)集聚,科技創(chuàng)新資源優(yōu)勢明顯,其跨區(qū)域的技術(shù)轉(zhuǎn)移對于有效發(fā)揮北京市全國科技創(chuàng)新中心的作用、促進(jìn)其他地區(qū)經(jīng)濟(jì)社會發(fā)展具有重要的戰(zhàn)略意義。本文針對技術(shù)輸出方和接收方的主體類型,運(yùn)用技術(shù)交易市場統(tǒng)計(jì)數(shù)據(jù),分析和揭示了北京高校和科研機(jī)構(gòu)跨區(qū)域技術(shù)轉(zhuǎn)移的主體模式,以及不同主體模式下技術(shù)接受方的選擇傾向性;基于理論假設(shè),實(shí)證分析了區(qū)域間地理距離、技術(shù)距離、政策距離、經(jīng)濟(jì)距離等因素對北京高校和科研機(jī)構(gòu)跨區(qū)域技術(shù)轉(zhuǎn)移績效的影響機(jī)制。研究發(fā)現(xiàn):北京高校和科研機(jī)構(gòu)跨區(qū)域技術(shù)輸出的主體模式以北京高校與其他地區(qū)企業(yè)、北京科研機(jī)構(gòu)與其他地區(qū)企業(yè)為主導(dǎo);從不同主體模式下技術(shù)接受方的選擇傾向性看,地理距離、經(jīng)濟(jì)距離、技術(shù)距離、政策距離對北京高校及科研機(jī)構(gòu)技術(shù)輸出績效的影響存在差異。最后,本文從加強(qiáng)區(qū)域間交通和信息網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)、提高區(qū)域引進(jìn)技術(shù)的轉(zhuǎn)化和應(yīng)用能力、加強(qiáng)區(qū)域知識產(chǎn)權(quán)保護(hù)水平、促進(jìn)區(qū)域創(chuàng)新能力建設(shè)與技術(shù)引進(jìn)協(xié)調(diào)發(fā)展等方面提出了若干有針對性的政策啟示。
[Abstract]:Beijing universities and scientific research institutions gather, the advantages of scientific and technological innovation resources are obvious, its cross-regional technology transfer is of great strategic significance to effectively play the role of the national center of scientific and technological innovation in Beijing and promote the economic and social development of other regions. According to the main types of technology exporter and receiver, this paper analyzes and reveals the main mode of cross-regional technology transfer between universities and scientific research institutions in Beijing by using the statistical data of technology exchange market. And the selection tendency of the recipient of technology under different subject modes; Based on theoretical assumptions, this paper empirically analyzes the influence mechanism of interregional geographical distance, technical distance, policy distance and economic distance on the cross-regional technology transfer performance of universities and scientific research institutions in Beijing. It is found that the main mode of cross-regional technology export of Beijing universities and scientific research institutions is dominated by Beijing universities and other regional enterprises, Beijing scientific research institutions and other regional enterprises; There are differences in the influence of geographical distance, economic distance, technical distance and policy distance on the technical output performance of universities and scientific research institutions in Beijing from the perspective of the selection tendency of the technical recipient in different subject models. Finally, this article strengthens the interregional transportation and the information network infrastructure construction, enhances the regional introduction technology transformation and the application ability, strengthens the regional intellectual property right protection level, To promote regional innovation capacity building and technology introduction and other aspects of coordinated development put forward a number of targeted policy implications.
