【摘要】：二十世紀(jì)八十年代以來(lái),我國(guó)進(jìn)出口貿(mào)易規(guī)模不斷擴(kuò)大,成為推動(dòng)經(jīng)濟(jì)發(fā)展的重要因素。在浙江、廣東等沿海地區(qū),對(duì)外貿(mào)易更是地方經(jīng)濟(jì)快速發(fā)展的重要支柱,廉價(jià)優(yōu)質(zhì)的中國(guó)商品得到了全世界的歡迎。由于居民收入的穩(wěn)步增長(zhǎng),國(guó)內(nèi)民眾對(duì)國(guó)際高檔商品的需求也不斷擴(kuò)大,人們往往在出境旅游時(shí)購(gòu)買大量國(guó)外優(yōu)質(zhì)商品。近年來(lái),伴隨著電子商務(wù)模式的日益成熟,跨境網(wǎng)購(gòu)貿(mào)易逐步興起,有著廣闊的發(fā)展前景,并得到國(guó)家的認(rèn)可和支持。 快遞服務(wù)是跨境網(wǎng)購(gòu)的重要支撐,其個(gè)性化、快速化的特點(diǎn),與跨境網(wǎng)購(gòu)緊密契合,并逐漸實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ)和聯(lián)動(dòng)發(fā)展。促進(jìn)這種快遞服務(wù)的發(fā)展,既符合國(guó)家穩(wěn)增長(zhǎng)、調(diào)結(jié)構(gòu)、解決就業(yè)和大力發(fā)展服務(wù)業(yè)的需要,也符合國(guó)家在世界經(jīng)濟(jì)低迷不振的背景下穩(wěn)定出口規(guī)模的需要。 當(dāng)前,我國(guó)跨境網(wǎng)購(gòu)和相關(guān)快遞服務(wù)的發(fā)展還處在初級(jí)階段�？爝f企業(yè)支撐國(guó)內(nèi)日益膨脹的跨境網(wǎng)購(gòu)市場(chǎng)的能力仍顯不足,其擅長(zhǎng)的國(guó)內(nèi)快遞服務(wù)標(biāo)準(zhǔn)不能適應(yīng)跨境網(wǎng)購(gòu)的需要。更重要的是,政府在跨境網(wǎng)購(gòu)和相關(guān)快遞服務(wù)方面的政策架構(gòu)尚未實(shí)現(xiàn)充分調(diào)整,舊的監(jiān)管模式不能滿足現(xiàn)今的需要,特別是海關(guān)、知識(shí)產(chǎn)權(quán)、信息化等方面,成為跨境網(wǎng)購(gòu)快速發(fā)展的制約瓶頸。上層建筑必須與經(jīng)濟(jì)基礎(chǔ)相適應(yīng),否則就成為經(jīng)濟(jì)發(fā)展的桎梏。在我國(guó)經(jīng)濟(jì)體制改革不斷深化的今天,跨境網(wǎng)購(gòu)及相關(guān)快遞服務(wù)的發(fā)展政策問(wèn)題應(yīng)當(dāng)引起我國(guó)政府的高度重視,采取綜合措施加以解決。
[Abstract]:Since 1980's, the scale of China's import and export trade has been expanding, and has become an important factor to promote economic development. In Zhejiang, Guangdong and other coastal areas, foreign trade is an important pillar of the rapid development of local economy, cheap and high-quality Chinese goods have been welcomed around the world. Due to the steady increase of residents' income, the domestic people's demand for international high-end goods is also expanding, and people often buy a large number of foreign high-quality goods when they travel abroad. In recent years, with the increasingly mature e-commerce model, cross-border online shopping gradually rose, has a broad development prospects, and has been recognized and supported by the country. Express delivery service is an important support for cross-border online shopping, its personalized and rapid characteristics, and cross-border online shopping closely in line with, and gradually achieve complementary advantages and linkage development. To promote the development of this kind of express service not only accords with the country's steady growth, adjusts the structure, solves the need of employment and vigorously develops the service industry, but also accords with the country's need to stabilize the export scale under the background of the world economic downturn. At present, the development of cross-border online shopping and related express delivery service is still in the primary stage. The ability of express delivery enterprises to support the expanding cross-border online shopping market is still insufficient, and their domestic express service standards can not meet the needs of cross-border online shopping. More importantly, the government's policy framework on cross-border online shopping and related express delivery services has not yet been fully adjusted, and the old regulatory model cannot meet today's needs, especially in the areas of customs, intellectual property, information, and so on. Become the bottleneck of the rapid development of cross-border online shopping. The superstructure must adapt to the economic base, otherwise it will become the shackle of economic development. With the deepening of China's economic system reform, the development policy of cross-border online shopping and related express delivery service should be paid great attention to by our government, and comprehensive measures should be taken to solve it.
