【摘要】：文化產(chǎn)業(yè)作為經(jīng)濟(jì)發(fā)展機(jī)制的重要組成部分,不僅影響經(jīng)濟(jì)增長率,而且直接形成實質(zhì)的經(jīng)濟(jì)增長,是各地區(qū)收入差異最為重要的原因。文化產(chǎn)業(yè)供給側(cè)改革背景下,文化體制改革的重要使命是尋找一條能夠推動文化產(chǎn)業(yè)走向"集約型"發(fā)展道路。而文化要素在行業(yè)間、區(qū)域間的錯配將導(dǎo)致文化產(chǎn)業(yè)全要素生產(chǎn)率損失。因此,在現(xiàn)有資源約束下,不用再增加要素投入,而通過放松文化市場的準(zhǔn)入門檻、增強(qiáng)文化企業(yè)創(chuàng)新活力、完善知識產(chǎn)權(quán)保護(hù)、促進(jìn)文化產(chǎn)業(yè)集聚,以此減少文化企業(yè)要素錯配程度,提升行業(yè)資源配置效率,進(jìn)而促進(jìn)文化產(chǎn)業(yè)全要素生產(chǎn)率的發(fā)展。
[Abstract]:As an important part of the economic development mechanism, cultural industry not only affects the economic growth rate, but also forms the real economic growth directly, which is the most important reason for the income difference in different regions. Under the background of supply-side reform of cultural industry, the important mission of cultural system reform is to find a way to promote cultural industry to "intensive" development. The mismatch between industries and regions will lead to the loss of total factor productivity. Therefore, under the constraints of existing resources, we do not need to increase the input of elements, but by relaxing the entry threshold of the cultural market, we can enhance the innovation vitality of cultural enterprises, improve the protection of intellectual property rights, and promote the agglomeration of cultural industries. In order to reduce the degree of factor mismatch, improve the efficiency of industry resource allocation, and promote the development of total factor productivity of cultural industry.
