【摘要】：本文界定了制度、政策、創(chuàng)新的概念及其關(guān)聯(lián),基于系統(tǒng)論視角,構(gòu)建了一個(gè)支撐和引領(lǐng)創(chuàng)新的制度與政策分析框架,通過(guò)文獻(xiàn)挖掘,對(duì)不同國(guó)家和地區(qū)的創(chuàng)新制度與政策做了匯總分析。研究認(rèn)為,創(chuàng)新制度與政策正呈現(xiàn)日趨綜合性、關(guān)注全過(guò)程、更加開(kāi)放、更加注重扶持中小企業(yè)、更致力于人才引進(jìn)以及知識(shí)產(chǎn)權(quán)形成的貿(mào)易壁壘加劇等特點(diǎn),其方向在于構(gòu)建完整的創(chuàng)新生態(tài)系統(tǒng)。據(jù)此,提出中國(guó)制度框架與政策體系設(shè)計(jì)的總體思路與建議。
[Abstract]:This paper defines the concepts of institution, policy, innovation and their correlation. Based on the perspective of system theory, this paper constructs a framework of system and policy analysis to support and lead innovation. The innovation system and policy of different countries and regions are summarized and analyzed. The research believes that innovation systems and policies are becoming increasingly comprehensive, paying more attention to the whole process, opening up more, giving more attention to supporting small and medium-sized enterprises, paying more attention to the introduction of talents and intensifying trade barriers formed by intellectual property, etc. Its direction is to build a complete innovation ecosystem. Based on this, the author puts forward the general ideas and suggestions for the design of China's institutional framework and policy system.
