【摘要】：鋼鐵工業(yè)是我國國民經(jīng)濟(jì)的重要組成部分,其快速發(fā)展不僅基本滿足了國民經(jīng)濟(jì)各用鋼行業(yè)快速發(fā)展的需要，同時(shí)也有力地支持了我國工業(yè)化進(jìn)程與城市化進(jìn)程，為國民經(jīng)濟(jì)的快速發(fā)展做出了巨大貢獻(xiàn)。技術(shù)創(chuàng)新是鋼鐵企業(yè)欣欣向榮，可持續(xù)發(fā)展的動力之源。在新的競爭環(huán)境下，技術(shù)創(chuàng)新必然成為企業(yè)舉足重輕的核心競爭力。而在企業(yè)技術(shù)創(chuàng)新過程中，知識產(chǎn)權(quán)管理對于推動技術(shù)創(chuàng)新有著不可估量的作用。本文以HL為研究對象，以技術(shù)創(chuàng)新及知識產(chǎn)權(quán)管理相關(guān)基本理論為基礎(chǔ)，綜合運(yùn)用理論研究法與實(shí)踐研究法，對HL的技術(shù)創(chuàng)新及知識產(chǎn)權(quán)管理現(xiàn)狀進(jìn)行了文獻(xiàn)查閱研究，同行業(yè)比較研究，在職員工問卷調(diào)查研究和實(shí)證分析研究，并針對相應(yīng)的問題提出了建議和對策。本文的研究，具有一定的現(xiàn)實(shí)意義，主要研究內(nèi)容如下： 首先，在對企業(yè)技術(shù)創(chuàng)新的定義，特征及構(gòu)成等相關(guān)內(nèi)容深入了解的基礎(chǔ)上，參照鋼鐵行業(yè)對技術(shù)創(chuàng)新的評價(jià)指標(biāo)體系，運(yùn)用文獻(xiàn)研究法，在職員工問卷調(diào)查法和實(shí)證分析法，主要從諸如專利研發(fā)、論文發(fā)表和科技進(jìn)步獎等技術(shù)創(chuàng)新成果以及技術(shù)創(chuàng)新投入、技術(shù)創(chuàng)新人才、技術(shù)創(chuàng)新機(jī)構(gòu)與設(shè)施等幾個(gè)方面，，分析了HL的技術(shù)創(chuàng)新現(xiàn)狀及問題。針對存在的問題，給出相應(yīng)對策。 其次，在對企業(yè)知識產(chǎn)權(quán)及知識產(chǎn)權(quán)管理的內(nèi)容等相關(guān)內(nèi)容一定認(rèn)識的基礎(chǔ)上，參照鋼鐵企業(yè)的知識產(chǎn)權(quán)管理體系，運(yùn)用文獻(xiàn)研究法，對比研究法和在職員工問卷調(diào)查法，主要從HL知識產(chǎn)權(quán)組織管理與制度建設(shè)，知識產(chǎn)權(quán)人才培養(yǎng)，知識產(chǎn)權(quán)創(chuàng)造，知識產(chǎn)權(quán)運(yùn)用，知識產(chǎn)權(quán)保護(hù)和知識產(chǎn)權(quán)組織等多個(gè)方面，分析研究了HL的知識產(chǎn)權(quán)管理現(xiàn)狀及問題。并結(jié)合實(shí)際情況提出了相應(yīng)解決方法。 最后，對本文的知識產(chǎn)權(quán)管理對技術(shù)創(chuàng)新的影響進(jìn)行了總結(jié)。
[Abstract]:Iron and steel industry is an important part of China's national economy. Its rapid development not only basically meets the needs of the rapid development of various steel industries in the national economy, but also supports the industrialization and urbanization process of our country. It has made great contributions to the rapid development of the national economy. Technological innovation is the driving force of the flourishing and sustainable development of iron and steel enterprises. In the new competitive environment, technological innovation must become the core competitiveness of enterprises. In the process of technological innovation, intellectual property management plays an inestimable role in promoting technological innovation. Based on the basic theories of technological innovation and intellectual property management, this paper studies the present situation of technological innovation and intellectual property management of HL by comprehensive use of theoretical and practical research methods. The comparative research of the same industry, the questionnaire survey and the empirical analysis of the on-the-job staff, and put forward some suggestions and countermeasures for the corresponding problems. The research of this paper has certain practical significance, the main research contents are as follows: First of all, on the basis of in-depth understanding of the definition, characteristics and composition of enterprise technological innovation, referring to the evaluation index system of iron and steel industry on technological innovation, using literature research method, on-the-job staff questionnaire survey and empirical analysis. The present situation and problems of technological innovation in HL are analyzed from the aspects of technological innovation achievements such as patent research and development, publication of papers and scientific and technological progress awards, as well as technological innovation input, technical innovation talents, technological innovation institutions and facilities. In view of the existing problems, the corresponding countermeasures are given. Secondly, on the basis of understanding the relevant contents of intellectual property rights and intellectual property management of enterprises, referring to the intellectual property management system of iron and steel enterprises, using literature research method, comparative research method and on-the-job staff questionnaire survey method, Mainly from the aspects of HL WIPO management and system building, intellectual property personnel training, intellectual property creation, intellectual property rights application, intellectual property protection and intellectual property organization, etc. The present situation and problems of HL intellectual property management are analyzed and studied. According to the actual situation, the corresponding solutions are put forward. Finally, this paper summarizes the impact of intellectual property management on technological innovation.
