【摘要】：目前,中美關(guān)系可以說是當(dāng)今世界之中最重要、最活躍也是最為復(fù)雜的雙邊關(guān)系。自1979年中美兩國建交至今已有35年歷史。在這段時間里,中美關(guān)系經(jīng)歷了跌宕起伏、時陰時晴,但總體上趨于和平。2012年5月,胡錦濤在出席第四輪中美戰(zhàn)略與經(jīng)濟對話開幕式致辭時提出,要努力發(fā)展一種讓中美兩國人民放心、讓各國人民安心的中美新型大國關(guān)系；同時也提出了新型大國關(guān)系的構(gòu)建需要從“創(chuàng)新思維、相互信任、平等互諒、積極行動”等角度著手的提議,這一提議得到了美國領(lǐng)導(dǎo)人的認(rèn)可。由于經(jīng)濟全球化的發(fā)展,大國間以經(jīng)濟為核心、以科技為先導(dǎo)的國際經(jīng)濟貿(mào)易聯(lián)系越發(fā)緊密,再加上傳統(tǒng)的軍事安全有所下降,非傳統(tǒng)安全因素上升,經(jīng)濟安全、金融安全、能源安全的矛盾日益突出。中美兩國自正式建交以來,雙方在多個領(lǐng)域展開了前所未有的合作。彼此間的安全基礎(chǔ)及戰(zhàn)略安全關(guān)系,呈現(xiàn)出錯綜復(fù)雜的多元化趨勢,中美關(guān)系顯得更為復(fù)雜和微妙。這種情勢的變化,為中美尋求新的合作基礎(chǔ)提供了良好的契機。但是兩國關(guān)系也面臨重要的挑戰(zhàn)。通過對中美關(guān)系發(fā)展以及現(xiàn)狀的梳理,詳細分析了兩國新型大國關(guān)系中的存在的障礙主要分為兩個方面：思想障礙和現(xiàn)實障礙。在美國理論界深受“霸權(quán)周期論”、“霸權(quán)穩(wěn)定論”和“中國威脅論”這三大主流論調(diào)的影響,在此方面,仍以其傳統(tǒng)的“沖突原則”和“零和博弈”思維與戰(zhàn)略應(yīng)對。現(xiàn)實障礙方面主要有包括兩國政治制度、意識形態(tài)及發(fā)展模式、領(lǐng)土安全、經(jīng)濟利益、知識產(chǎn)權(quán)以及國際事務(wù)上的矛盾。 中美新型大國關(guān)系的構(gòu)建是一個漸進的過程,需要雙方的共同努力和相互理解,通過對中美兩國國家利益、國情等方面分析提出了構(gòu)建中美創(chuàng)建新型大國關(guān)系的六原則,來應(yīng)對新形勢下不斷發(fā)展變化的大國雙邊關(guān)系。中美兩國要在雙方達成一致共識的基礎(chǔ)上,走積極的、和平的道路,創(chuàng)建新型的合作關(guān)系,這需要兩國做出更多實質(zhì)性的舉措,堅持友好交往、互利互惠的原則,在交往中求發(fā)展,在發(fā)展中求互利,推動兩國關(guān)系向著積極、穩(wěn)定的態(tài)勢向前邁進；并在理論思維、戰(zhàn)略信任、平等互諒、官方行動、民間交往等方面增進共同的行動,實現(xiàn)中美兩國的互利互惠、攜手共贏。
[Abstract]:At present, Sino-US relations can be said to be the most important, most active and complex bilateral relations in the world today. It has been 35 years since the establishment of diplomatic relations between China and the United States in 1979. During this period, Sino-US relations have experienced ups and downs, cloudy and sunny, but generally peaceful. In May 2012, Hu Jintao said in a speech to the opening ceremony of the fourth round of the China-US Strategic and Economic Dialogue, It is necessary to strive to develop a new type of China-US great power relationship that will reassure the people of China and the United States, and let the people of all countries feel at ease. At the same time, it has also pointed out that the construction of a new type of great power relationship needs to be based on "innovative thinking, mutual trust, equality and mutual understanding." Positive action and other approaches to the proposal, which was endorsed by American leaders. As a result of the development of economic globalization, the international economic and trade ties between big countries, which are centered on the economy and guided by science and technology, have become more and more close. In addition, traditional military security has declined, non-traditional security factors have increased, economic security and financial security have increased. The contradiction of energy security is increasingly prominent. Since the two countries formally established diplomatic relations, the two sides have launched unprecedented cooperation in many fields. The security foundation and strategic security relationship between China and the United States are complicated and diversified, and the relationship between China and the United States is more complicated and delicate. This change in the situation provides a good opportunity for China and the United States to seek a new foundation for cooperation. But relations between the two countries also face important challenges. By combing the development and current situation of Sino-US relations, this paper analyzes in detail the existing obstacles in the new type of great power relations between the two countries: ideological obstacles and practical obstacles. The American theorists are deeply influenced by the three mainstream theories of "hegemonic cycle theory", "hegemonic stability theory" and "China threat theory". In this respect, they still respond with their traditional "conflict principle" and "zero-sum game" thinking and strategy. Practical obstacles include political system, ideology and development model, territorial security, economic interests, intellectual property rights and conflicts in international affairs. The construction of a new type of great power relationship between China and the United States is a gradual process, which requires the joint efforts and mutual understanding of both sides. Through the analysis of the national interests and national conditions of China and the United States, this paper puts forward six principles for building a new type of great power relationship between China and the United States. To deal with the new situation under the ever-changing bilateral relations between major countries. China and the United States should take a positive and peaceful path and create a new type of cooperative relationship on the basis of consensus reached between the two sides. This requires the two countries to make more substantive measures and adhere to the principles of friendly exchanges and mutual benefit. To seek development in exchanges and mutual benefit in development, to push forward the relations between the two countries towards a positive and stable trend, and to promote common actions in the areas of theoretical thinking, strategic trust, equality and mutual understanding, official action, and people-to-people exchanges. To achieve mutual benefit and win-win cooperation between China and the United States.
