【摘要】：研發(fā)企業(yè)的生存問題是中國創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略實(shí)施的關(guān)鍵,不過鮮有研究關(guān)注過這一問題。本文率先系統(tǒng)性地考察知識(shí)產(chǎn)權(quán)保護(hù)對(duì)中國研發(fā)企業(yè)生存風(fēng)險(xiǎn)的影響。研發(fā)發(fā)現(xiàn):首先,目前寬松的知識(shí)產(chǎn)權(quán)保護(hù)政策是中國研發(fā)企業(yè)生存風(fēng)險(xiǎn)偏高的一個(gè)重要原因,知識(shí)產(chǎn)權(quán)保護(hù)水平的提高能夠降低中國研發(fā)企業(yè)的生存風(fēng)險(xiǎn),每增加一個(gè)單位的知識(shí)產(chǎn)權(quán)保護(hù)水平可以降低研發(fā)企業(yè)22.57%的生存風(fēng)險(xiǎn)。如果將研發(fā)企業(yè)生存的行政因素排除在外,那么知識(shí)產(chǎn)權(quán)保護(hù)對(duì)研發(fā)企業(yè)生存的邊際效應(yīng)會(huì)提升到28.33%。其次,研發(fā)收益是知識(shí)產(chǎn)權(quán)保護(hù)和生存風(fēng)險(xiǎn)之間的完全中介因子,研發(fā)收益率低所造成的研發(fā)企業(yè)"不愿"創(chuàng)新可能是中國研發(fā)企業(yè)生存風(fēng)險(xiǎn)高的癥結(jié)。最后,知識(shí)產(chǎn)權(quán)保護(hù)僅能夠?qū)?shí)質(zhì)性創(chuàng)新企業(yè)的生存風(fēng)險(xiǎn)產(chǎn)生影響,而對(duì)研發(fā)行為扭曲的策略性創(chuàng)新研發(fā)企業(yè)的生存風(fēng)險(xiǎn)影響程度極低,而且這兩者相關(guān)關(guān)系是不顯著的。此外,如果中國執(zhí)行嚴(yán)厲的知識(shí)產(chǎn)權(quán)保護(hù)政策,那么政府應(yīng)當(dāng)首先糾正研發(fā)企業(yè)在研發(fā)行為上的扭曲。
[Abstract]:The survival of R & D enterprises is the key to the implementation of China's innovation-driven development strategy, but few studies have paid attention to this issue. This paper takes the lead in systematically investigating the impact of intellectual property protection on the survival risks of Chinese R & D enterprises. First of all, the loose intellectual property protection policy is an important reason for the high survival risk of Chinese R & D enterprises. The improvement of IPR protection level can reduce the survival risks of Chinese R & D enterprises. The level of intellectual property protection can reduce the survival risk of R & D enterprises by 22.57%. If the administrative factors of R & D enterprises' survival are excluded, the marginal effect of intellectual property protection on R & D firms' survival will be raised to 28.33. Secondly, R & D income is a complete intermediary factor between intellectual property protection and survival risk, and R & D enterprises'"reluctance" to innovate caused by low R & D yield may be the crux of high survival risk of Chinese R & D enterprises. Finally, intellectual property protection can only have an impact on the survival risk of substantive innovation enterprises, while the impact on the survival risk of strategic innovation R & D enterprises with distorted R & D behavior is very low, and the correlation between the two is not significant. Moreover, if China implements strict intellectual property protection policies, the government should first correct R & D distortions.
