【摘要】:產(chǎn)學(xué)研結(jié)合對于推動科技產(chǎn)業(yè)化進(jìn)而實現(xiàn)經(jīng)濟(jì)迅速增長發(fā)揮重要作用,在國際范圍內(nèi)受到各國關(guān)注。在實際操作中,國內(nèi)相關(guān)領(lǐng)域盡管并不缺少成功案例,但是由于多種因素影響并沒有發(fā)展到一定規(guī)模,產(chǎn)學(xué)研結(jié)合實踐中依舊具有很多矛盾沖突。此類沖突重點(diǎn)體現(xiàn)在產(chǎn)學(xué)研結(jié)合程度不足、層次較低、相關(guān)資金短缺、積極性不高、利益分配不科學(xué)、校企合作動力不足、產(chǎn)學(xué)研結(jié)合體制不合理、相關(guān)理論指導(dǎo)落后和技術(shù)革新趨勢與國家長遠(yuǎn)計劃要求不同等方面。在市場體制還不夠成熟的條件下,為了促進(jìn)產(chǎn)學(xué)研結(jié)合進(jìn)程,相關(guān)政府機(jī)構(gòu)需要從政策出臺和體制建設(shè)等領(lǐng)域,針對國家的技術(shù)需求,針對性的推動產(chǎn)學(xué)研結(jié)合,進(jìn)而通過產(chǎn)學(xué)研結(jié)合努力協(xié)調(diào)和發(fā)揮工業(yè)、科研、教育等各類社會產(chǎn)業(yè)的資源和優(yōu)勢,進(jìn)而有效改善產(chǎn)學(xué)研結(jié)合的成效,滿足社會經(jīng)濟(jì)增長和科技革新需求。各國在產(chǎn)學(xué)研結(jié)合方面的成功案例以及采取的相關(guān)推動舉措有:構(gòu)建專項管理部門,出臺相關(guān)法律文件和稅收優(yōu)惠政策,創(chuàng)辦科研基金,拓展信息采集途徑,提倡科研技術(shù)人員信息交流等。系統(tǒng)分析了廣西北部灣經(jīng)濟(jì)區(qū)政產(chǎn)學(xué)研結(jié)合的現(xiàn)實狀況與存在的問題,造成這些問題的因素主要體現(xiàn)在政府職能調(diào)節(jié)不規(guī)范、科研管理體制不科學(xué)、科研創(chuàng)新系統(tǒng)存在缺陷、技術(shù)市場不夠開放公正等。要處理此類問題需要結(jié)合實際情況,在政府相關(guān)部門的領(lǐng)導(dǎo)下進(jìn)行協(xié)調(diào)、監(jiān)督、扶持和服務(wù)從而不斷完善產(chǎn)學(xué)研結(jié)合成效。具體措施有:出臺產(chǎn)學(xué)研結(jié)合規(guī)劃方案和政府舉措,明確技術(shù)創(chuàng)新目標(biāo);強(qiáng)化資金投入,加速產(chǎn)學(xué)研結(jié)合進(jìn)程;加強(qiáng)產(chǎn)學(xué)研外部環(huán)境的協(xié)調(diào)發(fā)展、完善利益分配體制;完善監(jiān)管評估標(biāo)準(zhǔn),加強(qiáng)知識產(chǎn)權(quán)保護(hù),為產(chǎn)學(xué)研結(jié)合創(chuàng)造良好的發(fā)展平臺;推動中介組織的市場化發(fā)展和科研市場構(gòu)建,為產(chǎn)學(xué)研結(jié)合提供切合實際的有效幫助。
[Abstract]:The combination of industry, education and research plays an important role in promoting the industrialization of science and technology and realizing the rapid economic growth. In practice, although there is no lack of successful cases in domestic related fields, there are still a lot of contradictions in the practice of combining industry, education and research because of the influence of many factors that have not developed to a certain scale. The focus of such conflicts is that the degree of integration of production, education and research is insufficient, the level is relatively low, the related funds are short, the enthusiasm is not high, the distribution of benefits is not scientific, the motive force for cooperation between schools and enterprises is insufficient, and the system of combination of production, education and research is unreasonable. Related theories guide backward and technical innovation trend and national long-term plan requirements are different. Under the condition that the market system is not mature enough, in order to promote the process of integration of industry, education and research, the relevant government agencies need to promote the combination of industry, education and research in accordance with the technical needs of the country from the aspects of policy promulgation and institution building. Through the combination of industry, education and research, the resources and advantages of various social industries such as industry, scientific research, education and so on can be coordinated and brought into full play, thus effectively improving the effectiveness of the combination of production, learning and research, and meeting the needs of social economic growth and scientific and technological innovation. The successful cases of the combination of industry, education and research and the relevant promotion measures taken by various countries include: constructing special management departments, issuing relevant legal documents and preferential tax policies, establishing scientific research funds, and expanding the ways of collecting information. Promote the exchange of scientific research and technical personnel information. This paper systematically analyzes the actual situation and existing problems of the combination of government, production, education and research in the Beibu Gulf Economic Zone of Guangxi. The factors that cause these problems are mainly reflected in the non-standard regulation of government functions, the unscientific scientific research management system and the defects in the scientific research innovation system. The technology market is not open and fair enough. In order to deal with this kind of problems, we need to combine the actual situation and coordinate, supervise, support and serve under the leadership of the relevant government departments so as to continuously improve the effectiveness of the combination of industry, education and research. The concrete measures are as follows: making clear the goal of technological innovation by issuing the plan of combining industry, university and research and government measures; strengthening the investment of funds, speeding up the process of combination of industry, university and research; strengthening the coordinated development of the external environment of industry, university and research, and perfecting the benefit distribution system; Improve the standards of supervision and evaluation, strengthen the protection of intellectual property rights, create a good development platform for the combination of industry, education and research, promote the marketization of intermediary organizations and the construction of scientific research market, and provide practical and effective help for the combination of industry, education and research.
