【摘要】：國家版權(quán)局發(fā)布《關(guān)于規(guī)范網(wǎng)絡(luò)轉(zhuǎn)載版權(quán)秩序的通知》,要求互聯(lián)網(wǎng)媒體轉(zhuǎn)載作品須經(jīng)授權(quán)并付酬,文字性修改不得歪曲篡改,并指明《著作權(quán)法》關(guān)于紙媒互相轉(zhuǎn)載無需授權(quán)的規(guī)定不適用于互聯(lián)網(wǎng)媒體,同時,還將具有"獨創(chuàng)性勞動"的"時事新聞"也納入著作權(quán)法保護的范圍。"新規(guī)"若法制化并有效實施,必將激發(fā)作者知識、思想的創(chuàng)造力,增強傳統(tǒng)媒體在網(wǎng)絡(luò)時代的話語權(quán),促進網(wǎng)絡(luò)媒體規(guī)范高質(zhì)發(fā)展,塑造理性討論的輿論場。而這一切都將對國家話語體系建設(shè)和知識產(chǎn)權(quán)戰(zhàn)略實施起到重大推動作用。
[Abstract]:The State copyright Administration has issued a notice on standardizing the order of copyright reprinting on the Internet, requiring the Internet media to reprint works with authorization and pay, and no distortion or tampering with written amendments, It is also pointed out that the provisions of the copyright Law that print media reprint each other without authorization are not applicable to the Internet media, and that "current affairs news", which has "original labor", is also included in the scope of copyright law protection. " If the new regulation is legalized and effectively implemented, it will stimulate the author's creativity of knowledge and thought, strengthen the discourse power of the traditional media in the network age, promote the high quality development of the network media, and shape the public opinion field of rational discussion. All these will play an important role in the construction of national discourse system and the implementation of intellectual property strategy.
