【摘要】：隨著科學技術(shù)的迅猛發(fā)展,市場競爭的不斷加劇,知識產(chǎn)權(quán)的重要作用日益凸顯,越來越多的國家都認識到未來全球競爭的關(guān)鍵就是經(jīng)濟的競爭,經(jīng)濟競爭的實質(zhì)是科學技術(shù)的競爭,科學技術(shù)的競爭,歸根到底就是知識產(chǎn)權(quán)的競爭,知識產(chǎn)權(quán)戰(zhàn)略成為實現(xiàn)創(chuàng)新驅(qū)動,推動經(jīng)濟社會發(fā)展的重要發(fā)展戰(zhàn)略。本文在比較和分析相關(guān)資料的基礎(chǔ)上,對國內(nèi)外知識產(chǎn)權(quán)研究動態(tài)及現(xiàn)狀,研究思路及研究方法、相關(guān)概念和理論進行了闡述,明確了研究方向,為進一步分析盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略提供參考。對盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略進行了分析,包括盤龍區(qū)總體經(jīng)濟目標概述,知識產(chǎn)權(quán)戰(zhàn)略制定的基本原則,找出了影響盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略有效實施的積極因素,闡述了盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略推進措施及成效。盤龍區(qū)在知識產(chǎn)權(quán)創(chuàng)造、宣傳保護、管理、服務(wù)方面都取得了一定的成績,但通過對盤龍區(qū)知識產(chǎn)權(quán)現(xiàn)狀和影響盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略有效實施的不利因素的分析,總結(jié)了存在的問題主要有政府及社會大眾對知識產(chǎn)權(quán)的重視仍然不足,知識產(chǎn)權(quán)質(zhì)量和效益總體不高,管理體制和統(tǒng)籌協(xié)調(diào)機制還不夠順暢,政府知識產(chǎn)權(quán)工作人員配備不合理,知識產(chǎn)權(quán)相關(guān)長效機制有待進一步完善,知識產(chǎn)權(quán)保護效果與社會期待存在一定差距,知識產(chǎn)權(quán)專業(yè)人才嚴重匱乏等,最后提出了盤龍區(qū)知識產(chǎn)權(quán)戰(zhàn)略實施的對策與建議。
[Abstract]:With the rapid development of science and technology and the increasing market competition, the important role of intellectual property rights is increasingly prominent. More and more countries realize that the key to the future global competition is economic competition. The essence of economic competition is the competition of science and technology, which in the final analysis is the competition of intellectual property. Intellectual property strategy has become an important development strategy to realize innovation and promote economic and social development. Based on the comparison and analysis of relevant data, this paper expounds the research trends and present situation, research ideas and research methods, related concepts and theories of intellectual property rights at home and abroad, and clarifies the research direction. For further analysis of Panlong District intellectual property strategy to provide a reference. This paper analyzes the intellectual property strategy of Panlong District, including the outline of the overall economic objectives of Panlong District, the basic principles of the formulation of intellectual property Strategy, and finds out the positive factors that affect the effective implementation of the intellectual property Strategy of Panlong District. This paper expounds the promotion measures and results of the intellectual property strategy in Panlong District. Panlong District has made some achievements in the aspects of intellectual property creation, publicity, protection, management and service. However, through the analysis of the current situation of intellectual property rights in Panlong District and the unfavorable factors that affect the effective implementation of the intellectual property Strategy of Panlong District, The main problems are that the government and the public still pay insufficient attention to intellectual property rights, the quality and efficiency of intellectual property rights are not high, and the management system and coordination mechanism are not smooth enough, The staffing of government intellectual property workers is unreasonable, the long-term mechanism related to intellectual property rights needs to be further improved, there is a certain gap between the effect of intellectual property protection and social expectations, and there is a serious shortage of intellectual property professionals, etc. Finally, the paper puts forward the countermeasures and suggestions for the implementation of the intellectual property strategy in Panlong District.
