【摘要】：知識(shí)產(chǎn)權(quán)是經(jīng)濟(jì)發(fā)展的內(nèi)生變量和制度因素。知識(shí)產(chǎn)權(quán)保護(hù)制度的建立解決了智力成果的外部性及由此引致的供給不足問(wèn)題,通過(guò)賦予知識(shí)產(chǎn)權(quán)權(quán)利人一定的壟斷期限為其研究開(kāi)發(fā)成本給予補(bǔ)償,有助于隱性知識(shí)的轉(zhuǎn)移,促進(jìn)了對(duì)外投資和技術(shù)的轉(zhuǎn)讓,實(shí)現(xiàn)了一國(guó)或地區(qū)知識(shí)的積累和技術(shù)的進(jìn)步,從而對(duì)區(qū)域經(jīng)濟(jì)發(fā)展產(chǎn)生長(zhǎng)期的促進(jìn)作用。作為提升區(qū)域核心競(jìng)爭(zhēng)力、維護(hù)區(qū)域利益和經(jīng)濟(jì)安全的戰(zhàn)略性武器,知識(shí)產(chǎn)權(quán)在區(qū)域經(jīng)濟(jì)發(fā)展和科技進(jìn)步中的地位不斷增強(qiáng)。 知識(shí)產(chǎn)權(quán)作為現(xiàn)代科學(xué)技術(shù)與商品經(jīng)濟(jì)發(fā)展相結(jié)合的產(chǎn)物,知識(shí)產(chǎn)權(quán)保護(hù)水平的提升也離不開(kāi)區(qū)域經(jīng)濟(jì)的健康快速發(fā)展�，F(xiàn)實(shí)經(jīng)濟(jì)中的知識(shí)產(chǎn)權(quán)保護(hù)主要是由政府和企業(yè)來(lái)執(zhí)行的,而且區(qū)域知識(shí)產(chǎn)權(quán)保護(hù)水平很大程度上取決于政府和企業(yè)對(duì)知識(shí)產(chǎn)權(quán)保護(hù)的投入力度。因此,區(qū)域經(jīng)濟(jì)的持續(xù)快速增長(zhǎng)為知識(shí)產(chǎn)權(quán)保護(hù)提供了不可或缺的物質(zhì)基礎(chǔ)和環(huán)境保障。 國(guó)內(nèi)外實(shí)踐證明,區(qū)域知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展存在著密不可分的聯(lián)系。山西省作為中部欠發(fā)達(dá)城市,知識(shí)產(chǎn)權(quán)保護(hù)起步晚、范圍小、力度弱,雖然近年來(lái)加強(qiáng)了知識(shí)產(chǎn)權(quán)保護(hù)的立法和執(zhí)法力度,但與其他地區(qū)相比知識(shí)產(chǎn)權(quán)保護(hù)水平仍存在較大差距。同時(shí),作為典型的資源型城市,山西省主要以煤炭、冶金和煉焦等傳統(tǒng)工業(yè)生產(chǎn)為主,經(jīng)濟(jì)增長(zhǎng)方式單一,經(jīng)濟(jì)結(jié)構(gòu)矛盾突出。知識(shí)產(chǎn)權(quán)保護(hù)對(duì)區(qū)域經(jīng)濟(jì)發(fā)展的積極促進(jìn)作用已受到國(guó)內(nèi)外諸多學(xué)者的廣泛認(rèn)可,因此,研究山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的互動(dòng)關(guān)系,努力促進(jìn)山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的良性互動(dòng)有著非常重要的理論價(jià)值和實(shí)踐意義。 立足于已有研究成果,本文從知識(shí)產(chǎn)權(quán)保護(hù)的內(nèi)涵、特征及其經(jīng)濟(jì)學(xué)基礎(chǔ)等角度闡述了知識(shí)產(chǎn)權(quán)保護(hù)相關(guān)理論,從經(jīng)濟(jì)增長(zhǎng)和經(jīng)濟(jì)結(jié)構(gòu)兩個(gè)層面論述了經(jīng)濟(jì)發(fā)展相關(guān)理論,并從不同角度對(duì)知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的關(guān)系進(jìn)行了梳理總結(jié)。收集整理了山西省的相關(guān)指標(biāo)數(shù)據(jù),深入分析了山西省的知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展現(xiàn)狀,分別采用修正后的G-P指數(shù)法和突變級(jí)數(shù)法對(duì)二者進(jìn)行了綜合測(cè)評(píng)。在數(shù)據(jù)序列的相關(guān)性分析和平穩(wěn)性分析的基礎(chǔ)上,進(jìn)一步構(gòu)建了ARDL模型,分別從整體指標(biāo)和二級(jí)指標(biāo)內(nèi)部分析了山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的長(zhǎng)期均衡關(guān)系和短期動(dòng)態(tài)調(diào)整機(jī)制,并對(duì)知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的良性互動(dòng)機(jī)制進(jìn)行了深入剖析,最后從宏觀(guān)和微觀(guān)兩個(gè)層面提出了促進(jìn)山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展良性互動(dòng)的相關(guān)對(duì)策和建議。 本文的創(chuàng)新點(diǎn)： (1)以Juan C. Ginarte和Walter G. Park方法為基礎(chǔ),采用修正后的G-P指數(shù)方法對(duì)山西省知識(shí)產(chǎn)權(quán)保護(hù)水平進(jìn)行了綜合測(cè)評(píng)。 (2)在相關(guān)性分析和平穩(wěn)性檢驗(yàn)的基礎(chǔ)上,針對(duì)指標(biāo)序列的特征構(gòu)建科學(xué)合理的ARDL模型,分別從整體指標(biāo)和二級(jí)指標(biāo)內(nèi)部深入分析了山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的長(zhǎng)期均衡關(guān)系及短期動(dòng)態(tài)調(diào)整機(jī)制。 (3)深入剖析了知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展的良性互動(dòng)機(jī)制,分別從宏觀(guān)層面和微觀(guān)層面提出了促進(jìn)山西省知識(shí)產(chǎn)權(quán)保護(hù)與經(jīng)濟(jì)發(fā)展良性互動(dòng)的政策建議。
[Abstract]:Intellectual property rights are endogenous and institutional factors for economic development. The establishment of intellectual property protection system solves the problem of the externality of intellectual achievements and the resulting shortage of supply. By giving a certain monopoly time limit for the right holders of intellectual property rights to compensate for the development cost of the intellectual property rights, it helps the transfer of tacit knowledge and promotes the external development of intellectual property rights. The transfer of investment and technology has realized the accumulation of knowledge in one country or region and the progress of technology. Thus, it has a long-term role in promoting regional economic development. As a strategic weapon to enhance regional core competitiveness and maintain regional interests and economic security, the status of intellectual property in regional economic development and scientific and technological progress has been constantly enhanced.
Intellectual property is the product of the combination of modern science and technology and the development of commodity economy. The promotion of the level of intellectual property protection can not be separated from the healthy and rapid development of the regional economy. The protection of intellectual property in the real economy is mainly carried out by the government and enterprises, and the level of regional intellectual property protection depends on the government to a great extent. Therefore, the sustained and rapid growth of the regional economy provides an indispensable material basis and environmental protection for the protection of intellectual property.
The practice at home and abroad has proved that there is an inseparable relationship between regional intellectual property protection and economic development. As an underdeveloped city in Central China, the protection of intellectual property rights in Shanxi is late, small and weak. Although the legislation and enforcement of intellectual property protection have been strengthened in recent years, the level of intellectual property protection still exists in comparison with other areas. At the same time, as a typical resource type city, Shanxi province is mainly based on the traditional industrial production of coal, metallurgy and coking. The economic growth mode is single and the economic structure is contradictory. The active promotion of intellectual property protection to the regional economic development has been widely recognized by many scholars at home and abroad. Therefore, the study of Shanxi has been studied. It is of great theoretical and practical significance to promote the interactive relationship between intellectual property protection and economic development, and to promote the benign interaction between intellectual property protection and economic development in Shanxi.
Based on the existing research results, this paper expounds the related theories of intellectual property protection from the aspects of the connotation, characteristics and economic basis of intellectual property protection, expounds the related theories of economic development from two levels of economic growth and economic structure, and combs the relationship between the protection of knowledge production rights and the economic development from different angles. It collects and collects the relevant index data of Shanxi Province, analyzes the status of intellectual property protection and economic development in Shanxi Province, and uses the revised G-P index method and catastrophe progression method to evaluate the two persons in a comprehensive way. On the basis of the correlation analysis of the data sequence and the analysis of the stability and stability, the ARDL model is further constructed. The long-term equilibrium relationship and short-term dynamic adjustment mechanism of intellectual property protection and economic development in Shanxi province are analyzed within the overall and two level indicators, and the benign interaction mechanism of intellectual property protection and economic development is deeply analyzed. Finally, the protection of intellectual property rights in Shanxi province is promoted from the macro and micro two levels. Relevant countermeasures and suggestions for benign interaction with economic development.
The innovation point of this article:
(1) based on the Juan C. Ginarte and Walter G. Park methods, the revised G-P index method was used to comprehensively evaluate the protection level of intellectual property in Shanxi.
(2) on the basis of the correlation analysis of peace stability test, a scientific and rational ARDL model is constructed according to the characteristics of the index sequence, and the long-term equilibrium relationship and short-term dynamic adjustment mechanism of the intellectual property protection and economic development in Shanxi province are deeply analyzed from the overall index and the two level index.
(3) the benign interaction mechanism between intellectual property protection and economic development is deeply analyzed, and the policy suggestions for promoting the benign interaction between intellectual property protection and economic development in Shanxi province are put forward from the macro and micro level.
