【摘要】：自改革開放以來，國內(nèi)經(jīng)濟(jì)高速發(fā)展，并成為全世界第二大經(jīng)濟(jì)體。然而，國內(nèi)地區(qū)間的發(fā)展差距同樣不容忽視，東部經(jīng)濟(jì)發(fā)達(dá)地區(qū)的經(jīng)濟(jì)總量和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化都遠(yuǎn)遠(yuǎn)強(qiáng)于西部地區(qū)。為了促進(jìn)西部地區(qū)的發(fā)展，國家啟動(dòng)了“西部大開發(fā)”戰(zhàn)略，經(jīng)過多年的努力，西部地區(qū)同東部地區(qū)之間的發(fā)展差距逐步縮小。在西部地區(qū)發(fā)展的實(shí)踐過程中，同時(shí)借鑒國外發(fā)達(dá)國家的理論和實(shí)踐經(jīng)驗(yàn)，我們得知，創(chuàng)業(yè)風(fēng)險(xiǎn)投資的發(fā)展對(duì)科技進(jìn)步及成果產(chǎn)業(yè)化具有重要意義，創(chuàng)業(yè)風(fēng)險(xiǎn)投資的發(fā)展是推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的有效手段。 但是，由于委托代理關(guān)系、信息不對(duì)稱等原因的存在，造成創(chuàng)業(yè)投資活動(dòng)高風(fēng)險(xiǎn)，高不確定性的特征，使得“市場(chǎng)失靈”現(xiàn)象出現(xiàn)于創(chuàng)業(yè)投資之中。這就需要政府的介入和引導(dǎo)，以規(guī)范創(chuàng)業(yè)投資的發(fā)展。 通過借鑒國內(nèi)外創(chuàng)業(yè)投資較發(fā)達(dá)地區(qū)的經(jīng)驗(yàn)，結(jié)合西部地區(qū)創(chuàng)業(yè)投資的自身發(fā)展情況，構(gòu)建出西部地區(qū)政府在創(chuàng)業(yè)投資發(fā)展中的引導(dǎo)體系。本文認(rèn)為應(yīng)分為以下六個(gè)方面建立政府引導(dǎo)體系，即成立政府引導(dǎo)基金，發(fā)揮政府資金的示范效應(yīng)，通過讓利機(jī)制等，吸引民間資本進(jìn)入創(chuàng)業(yè)投資領(lǐng)域；出臺(tái)財(cái)稅支持政策，向投資者、創(chuàng)業(yè)投資機(jī)構(gòu)和創(chuàng)業(yè)投基金管理者、創(chuàng)業(yè)者等提供稅收優(yōu)惠，以此促進(jìn)創(chuàng)業(yè)投資和創(chuàng)業(yè)企業(yè)的發(fā)展；提供政策指引，出臺(tái)產(chǎn)業(yè)政策和行業(yè)發(fā)展規(guī)劃，指引創(chuàng)業(yè)投資的投資方向；政府監(jiān)管要到位，但更要防止過度管控，創(chuàng)業(yè)投資規(guī)模在整個(gè)國家經(jīng)濟(jì)中所占的比重較小，并不牽扯到公眾的利益，因此，除了外部運(yùn)行環(huán)境的保障，政府不應(yīng)過多干預(yù)本該屬于私人活動(dòng)的領(lǐng)域；構(gòu)建人才支撐體系，中介人才的培育和引進(jìn)對(duì)創(chuàng)業(yè)投資的發(fā)展起到?jīng)Q定作用，因?yàn)閯?chuàng)業(yè)投資是及其復(fù)雜的活動(dòng)，對(duì)資金管理者的綜合素質(zhì)要求極高，需要金融、法律、行政、財(cái)務(wù)、技術(shù)和其他專業(yè)知識(shí)的人才，，又具有抗高壓、處理緊急情況能力強(qiáng)的高情商人才。政府應(yīng)借助社會(huì)力量培育大量契合創(chuàng)業(yè)投資要求的綜合人才，同時(shí)需要會(huì)計(jì)事務(wù)所、科研機(jī)構(gòu)、律師事務(wù)所、高校及其他中介機(jī)構(gòu)的積極配合；法律法規(guī)及創(chuàng)業(yè)投資運(yùn)行機(jī)制的支撐體系，政府需為創(chuàng)業(yè)投資的發(fā)展創(chuàng)造良好的法律法規(guī)，實(shí)施有效措施保障創(chuàng)業(yè)投資高效運(yùn)行。鼓勵(lì)有利于創(chuàng)業(yè)投資發(fā)展的有限合伙制度的建立、保障創(chuàng)業(yè)者及創(chuàng)業(yè)企業(yè)的知識(shí)產(chǎn)權(quán)、為風(fēng)險(xiǎn)資金的來源和退出拓寬渠道等。這些直接和間接的引導(dǎo)體系，相信為西部地區(qū)創(chuàng)業(yè)投資的發(fā)展創(chuàng)造良好的環(huán)境，進(jìn)而推動(dòng)西部地區(qū)經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。
[Abstract]:Since the reform and opening up, the domestic economy has developed rapidly and become the second largest economy in the world.However, the development gap between the domestic regions can not be ignored, the economic aggregate and industrial structure optimization in the eastern developed regions are far stronger than in the western regions.In order to promote the development of the western region, the state has launched the strategy of "developing the western region". After years of efforts, the gap between the western region and the eastern region has gradually narrowed.In the course of the development of the western region, we know that the development of venture capital is of great significance to the progress of science and technology and the industrialization of achievements.The development of venture capital is an effective means to promote the development of regional economy and upgrade of industrial structure.However, due to the existence of principal-agent relationship and asymmetric information, the venture capital activities are characterized by high risk and high uncertainty, which makes the phenomenon of "market failure" appear in venture capital.This needs the government's intervention and guidance, in order to standardize the development of venture capital.Based on the experience of the more developed regions of venture capital at home and abroad and the development of venture capital in the western region, the guiding system of the government of the western region in the development of venture capital is constructed.This paper holds that the government guidance system should be established in the following six aspects, that is, establishing the government guidance fund, giving play to the demonstration effect of government funds, attracting private capital into the field of venture capital through the mechanism of giving profits, and introducing fiscal and tax support policies.To provide tax incentives to investors, venture capital institutions, managers of venture capital funds, entrepreneurs and so on in order to promote the development of venture capital and entrepreneurial enterprises, to provide policy guidance, to issue industrial policies and industry development plans,To guide the investment direction of venture capital, government regulation should be put in place, but even more, excessive control should be prevented. The scale of venture capital has a relatively small proportion in the entire national economy and does not involve the public interest. Therefore,In addition to the protection of the external operating environment, the government should not intervene too much in areas that should belong to private activities; the establishment of a talent support system and the cultivation and introduction of intermediary talents play a decisive role in the development of venture capital.Because venture capital is an extremely complex activity, it requires a high level of comprehensive quality for capital managers, requires people with financial, legal, administrative, financial, technical and other expertise, and has the ability to resist pressure.High EQ talent with strong ability to deal with emergencies.The government should use social strength to cultivate a large number of comprehensive talents who meet the requirements of venture capital. At the same time, the government needs the active cooperation of accounting firms, scientific research institutions, law firms, universities and other intermediary organizations.The government should create good laws and regulations for the development of venture capital and implement effective measures to ensure the efficient operation of venture capital.To encourage the establishment of a limited partnership system conducive to the development of venture capital, to protect the intellectual property rights of entrepreneurs and start-ups, and to broaden the channels for the source and withdrawal of venture capital.These direct and indirect guiding systems are believed to create a good environment for the development of venture capital in the western region, and then promote the economic development and industrial structure optimization in the western region.
