山西企業(yè)知識(shí)產(chǎn)權(quán)管理規(guī)范系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:《企業(yè)知識(shí)產(chǎn)權(quán)管理規(guī)范》是我國(guó)實(shí)施知識(shí)產(chǎn)權(quán)戰(zhàn)略的一項(xiàng)重要任務(wù),在提高企業(yè)知識(shí)產(chǎn)權(quán)創(chuàng)造、運(yùn)用、保護(hù)和管理能力及國(guó)際經(jīng)濟(jì)競(jìng)爭(zhēng)方面起著重要的作用。如何加快《企業(yè)知識(shí)產(chǎn)權(quán)管理規(guī)范》在山西的推廣進(jìn)度,提高山西省科技型企業(yè)的科技創(chuàng)新能力,提升山西省知識(shí)產(chǎn)權(quán)局在電子政務(wù)方面的服務(wù)與決策能力成為一個(gè)重要的課題。 本文從知識(shí)產(chǎn)權(quán)實(shí)際工作出發(fā),利用軟件工程的方法和技術(shù),設(shè)計(jì)并實(shí)現(xiàn)了《企業(yè)知識(shí)產(chǎn)權(quán)管理規(guī)范》實(shí)施指導(dǎo)和數(shù)據(jù)統(tǒng)計(jì)分析相結(jié)合的信息系統(tǒng)。系統(tǒng)功能主要幫助企業(yè)快速貫徹和執(zhí)行國(guó)家《企業(yè)知識(shí)產(chǎn)權(quán)管理規(guī)范》的具體要求,指引企業(yè)科學(xué)規(guī)范的貫徹知識(shí)產(chǎn)權(quán)管理工作,提升技術(shù)創(chuàng)新的實(shí)際水平,增強(qiáng)企業(yè)在專利方面的運(yùn)用和保護(hù)能力。為政府各級(jí)知識(shí)產(chǎn)權(quán)管理部門提供及時(shí)準(zhǔn)確的決策數(shù)據(jù),增強(qiáng)決策的科學(xué)性。為投融資機(jī)構(gòu)提供科技型企業(yè)的投資分析數(shù)據(jù),加快專利融資及成果轉(zhuǎn)化的效率。系統(tǒng)分為面向的企業(yè)管理規(guī)范學(xué)習(xí)、企業(yè)規(guī)范應(yīng)用、規(guī)范申報(bào)等功能模塊,面向山西省知識(shí)產(chǎn)權(quán)局的驗(yàn)收認(rèn)定、地市工作信息統(tǒng)計(jì)及企業(yè)投資價(jià)值評(píng)價(jià)與分析等功能模塊。系統(tǒng)主要基于.NET架構(gòu)開(kāi)發(fā),采用面向?qū)ο笤O(shè)計(jì)思想和UML語(yǔ)言進(jìn)行客戶需求描述分析和系統(tǒng)總體設(shè)計(jì),利用ASP.NET技術(shù)將C#語(yǔ)言與SQL數(shù)據(jù)庫(kù)技術(shù)相結(jié)合進(jìn)行軟件實(shí)現(xiàn)。 目前該系統(tǒng)已經(jīng)調(diào)試完畢,在山西省技術(shù)產(chǎn)權(quán)交易中心投入運(yùn)營(yíng)。該系統(tǒng)操作方便、運(yùn)行穩(wěn)定、數(shù)據(jù)準(zhǔn)確及時(shí),滿足了山西省企業(yè)在科技創(chuàng)新及無(wú)形資產(chǎn)管理工作方面的需求。
[Abstract]:The "Enterprise intellectual property Management Standard" is an important task in implementing intellectual property strategy in China. It is used to improve the creation and application of intellectual property rights in enterprises. Protection and management ability and international economic competition play an important role. How to speed up the popularization of Enterprise intellectual property Management Standard in Shanxi Province, and improve the scientific and technological innovation ability of Shanxi science and technology enterprises, It is an important subject to improve the service and decision-making ability of Shanxi intellectual property Office in e-government. Based on the practical work of intellectual property, this paper makes use of the methods and techniques of software engineering. This paper designs and implements an information system which combines the implementation guidance of the Enterprise intellectual property Management Standard with the statistical analysis of data. The system functions mainly help enterprises to implement and implement the specific requirements of the National Enterprise intellectual property Management Standard quickly. To guide enterprises to carry out scientific and normative intellectual property management, to upgrade the actual level of technological innovation, to enhance the ability of enterprises to use and protect patents, and to provide timely and accurate decision-making data for intellectual property management departments at all levels of government, To enhance the scientific nature of decision-making, to provide investment analysis data for investment and financing institutions, and to accelerate the efficiency of patent financing and transformation of achievements. The system is divided into enterprise management standard learning oriented, enterprise normative application, The system is mainly developed on the basis of .NET framework, including the function modules of standardizing declaration and other functional modules, such as the acceptance and acceptance of Shanxi intellectual property Bureau, the statistics of prefectural and municipal work information and the evaluation and analysis of enterprise investment value. The object-oriented design idea and UML language are used to describe and analyze the customer requirements and the overall design of the system. The C # language and SQL database technology are combined with ASP.NET technology to implement the software. At present, the system has been debugged and put into operation in the Shanxi Technical property Rights Trading Center. The system is easy to operate, stable in operation, accurate and timely in data. Meet the needs of Shanxi enterprises in scientific and technological innovation and intangible asset management.
