【摘要】：知識經(jīng)濟(jì)的迅猛發(fā)展將知識產(chǎn)權(quán)和科技創(chuàng)新推向企業(yè)參與市場競爭的核心,以知識產(chǎn)權(quán)為核心競爭力的企業(yè)已經(jīng)成為市場經(jīng)濟(jì)中不可或缺的一個主體。在這種環(huán)境下具備技術(shù)優(yōu)勢和高科技資產(chǎn)的科技型中小企業(yè)應(yīng)運(yùn)而生,推動著新興經(jīng)濟(jì)的發(fā)展,而無形資產(chǎn)往往難以量化和評估、知識產(chǎn)權(quán)質(zhì)押融資經(jīng)驗的缺乏、中小型企業(yè)自身條件的限制,造成科技型中小企業(yè)知識產(chǎn)權(quán)質(zhì)押融資困難,難以獲得有效的貸款。資金匱乏已經(jīng)成為阻礙科技型中小企業(yè)發(fā)展的主要原因,利用知識產(chǎn)權(quán)獲得質(zhì)押融資貸款是打破困境的必經(jīng)之路。 當(dāng)前我國重視知識產(chǎn)權(quán)戰(zhàn)略的制定與實施,關(guān)于科技型企業(yè)知識產(chǎn)權(quán)質(zhì)押融資的理論探討日漸豐滿,同時各地廣泛開展的知識產(chǎn)權(quán)質(zhì)押融資試點工作也為進(jìn)一步研究提供了一定的實踐經(jīng)驗�？萍夹椭行∑髽I(yè)由于資金缺乏,經(jīng)濟(jì)、技術(shù)基礎(chǔ)薄弱,在市場競爭中處于不利地位。政府作為中小型知識產(chǎn)權(quán)質(zhì)押融資的政策保障者、引導(dǎo)者、促進(jìn)者和服務(wù)者,起著不可替代的作用。在確定政府角色的基礎(chǔ)上,總結(jié)出國內(nèi)外知識產(chǎn)權(quán)質(zhì)押模式的不同優(yōu)缺點,探討政府在政策制定中所發(fā)揮的作用,由此具備了理論意義和現(xiàn)實作用。 本文利用文獻(xiàn)研究法、比較研究法和案例研究法,在界定科技型中小企業(yè)、知識產(chǎn)權(quán)、知識產(chǎn)權(quán)質(zhì)押融資、政府角色等基本概念的基礎(chǔ)上,論述了知識產(chǎn)權(quán)質(zhì)押融資得以推行的可能性,對國內(nèi)外科技型中小企業(yè)知識產(chǎn)權(quán)質(zhì)押融資模式進(jìn)行了分析分類,概括比較了各類模式的特點、運(yùn)作流程、政府政策,探討科技型中小企業(yè)知識產(chǎn)權(quán)質(zhì)押融資中的政府角色定位,通過分析政府介入的必要性和可能性,來探索出一條政府引導(dǎo)下的全民參與、多元化主體的知識產(chǎn)權(quán)質(zhì)押體系,最后從各個方面提出了相應(yīng)的對策建議,為我國進(jìn)一步完善質(zhì)押融資市場提供了理論借鑒。
[Abstract]:With the rapid development of knowledge economy, intellectual property rights and scientific and technological innovation are pushed to the core of enterprises to participate in market competition. Enterprises with intellectual property as the core competitiveness have become an indispensable part of the market economy. In this environment, technology-based small and medium-sized enterprises with technological advantages and high-tech assets have emerged as the times require. Promote the development of emerging economies, and intangible assets are often difficult to quantify and evaluate, intellectual property pledge financing experience of the lack of small and medium-sized enterprises themselves constraints. It is difficult to obtain effective loans because of the difficulty of financing intellectual property rights of small and medium-sized technological enterprises. The lack of funds has become the main reason to hinder the development of small and medium-sized technological enterprises. Using intellectual property to obtain pledge financing loan is the only way to break the dilemma. At present, our country attaches importance to the formulation and implementation of intellectual property strategy, and the theoretical discussion on intellectual property pledge financing of science and technology enterprises is becoming more and more abundant. At the same time, the pilot project of intellectual property pledge financing carried out extensively in various places also provides some practical experience for further research. Due to the lack of funds, the economic and technological foundation of the small and medium-sized enterprises based on science and technology is weak. In the market competition, the government plays an irreplaceable role as the policy guarantor, the guide, the promoter and the service provider of the small and medium-sized intellectual property mortgage financing. On the basis of determining the role of the government, the government plays an irreplaceable role. This paper summarizes the different advantages and disadvantages of the intellectual property pledge mode at home and abroad, and probes into the role of the government in the policy making, which has theoretical and practical significance. This article uses the literature research method, the comparative research method and the case study method, in the definition science and technology small and medium-sized enterprise, the intellectual property right, the intellectual property right pledge financing, the government role and so on basic concept foundation. This paper discusses the possibility of the implementation of intellectual property pledge financing, analyzes and classifies the intellectual property pledge financing mode of domestic and foreign small and medium-sized enterprises of science and technology type, summarizes and compares the characteristics and operation process of various modes. By analyzing the necessity and possibility of government intervention, this paper probes into the role of government in financing intellectual property rights of small and medium-sized technological enterprises, and explores the participation of the whole people under the guidance of the government. Finally, the author puts forward the corresponding countermeasures and suggestions from various aspects, which provides a theoretical reference for the further improvement of the pledge financing market in China.
