【摘要】：本文通過梳理相關(guān)理論發(fā)展軌跡和現(xiàn)有的研究成果，限定本文中服務(wù)外包和知識產(chǎn)權(quán)等相關(guān)概念，了解目前國內(nèi)外學者對知識產(chǎn)權(quán)促進服務(wù)外包的作用和其中存在問題的研究，同時總結(jié)國內(nèi)外各個政府如何建立服務(wù)外包知識產(chǎn)權(quán)保護體系。研究發(fā)現(xiàn)，各國為了推動服務(wù)外包的發(fā)展，在知識產(chǎn)權(quán)保護上各有側(cè)重。我國近幾年服務(wù)外包發(fā)展迅速，服務(wù)外包示范城市不斷增加，這些示范城市為了營造知識產(chǎn)權(quán)保護環(huán)境，也在積極探索構(gòu)建良好的知識產(chǎn)權(quán)保護體系。為了衡量這些保護體系的效果如何，收集相關(guān)示范城市數(shù)據(jù)、各個城市政府公報和相關(guān)產(chǎn)業(yè)的白皮書，掌握基于城市層面知識產(chǎn)權(quán)對服務(wù)外包的影響，并結(jié)合現(xiàn)有的服務(wù)外包城市競爭力模型和知識產(chǎn)權(quán)保護評價指標體系，，構(gòu)建了本文的服務(wù)外包知識產(chǎn)權(quán)保護評價指標，利用熵值法對各個指標賦予權(quán)重。在運行該評價指標體系時，選取了五個第三產(chǎn)業(yè)基礎(chǔ)相當、服務(wù)外包產(chǎn)業(yè)規(guī)模相近、經(jīng)濟發(fā)展規(guī)模一致的服務(wù)外包示范城市，利用構(gòu)建的評價指標體系分析了五個示范城市的情況。最后，利用該評價指標體系對五個國家服務(wù)外包示范城市的服務(wù)外包知識產(chǎn)權(quán)保護情況進行了評價，根據(jù)得分結(jié)果發(fā)現(xiàn)每個示范城市在發(fā)展服務(wù)外包過程中各個主體工作的突出表現(xiàn)和不足，如法律保護方面武漢市工作非常優(yōu)異，行政保護方面大連市和天津市工作成果突出，社會保護方面杭州市取得了較好的成果，企業(yè)保護方面，天津、大連和南京都有可圈可點之處。因此，五個城市應根據(jù)自己的不足配合地區(qū)優(yōu)勢進行一定程度地改進。
[Abstract]:By combing the development track of relevant theories and existing research results, this paper limits the related concepts such as service outsourcing and intellectual property rights in this paper. To understand the current domestic and foreign scholars on the role of intellectual property rights to promote service outsourcing and the existing problems, at the same time summarizes the domestic and foreign governments how to establish a system of intellectual property protection of service outsourcing. In order to promote the development of service outsourcing, each country has its own emphasis on the protection of intellectual property rights. In recent years, service outsourcing has developed rapidly in China, and service outsourcing demonstration cities have been increasing. These demonstration cities in order to create an intellectual property protection environment, but also actively explore the construction of a good intellectual property protection system. In order to measure the effectiveness of these protection systems, collect relevant model city data. Each city government Gazette and the white paper of related industries master the impact of intellectual property rights on service outsourcing based on the city level and combine the existing competitiveness model of service outsourcing cities and the evaluation index system of intellectual property protection. This paper constructs the evaluation index of intellectual property protection of service outsourcing, and gives weight to each index by using entropy method. When running the evaluation index system, five tertiary industry bases are selected. Service outsourcing industry scale is similar, the scale of economic development of service outsourcing model cities, using the evaluation index system constructed to analyze the situation of five model cities. Finally. The evaluation index system is used to evaluate the intellectual property protection of service outsourcing in five national service outsourcing demonstration cities. According to the score results, we find that each model city in the development of service outsourcing process of the main work of the outstanding performance and deficiencies, such as the legal protection of Wuhan City is very excellent. In terms of administrative protection, Dalian and Tianjin have made outstanding achievements, Hangzhou has achieved better results in social protection, and the protection of enterprises, Tianjin, Dalian and Nanjing are all worthy of recognition. The five cities should improve to a certain extent according to their own shortcomings.
