【摘要】：本文通過(guò)梳理相關(guān)理論發(fā)展軌跡和現(xiàn)有的研究成果，限定本文中服務(wù)外包和知識(shí)產(chǎn)權(quán)等相關(guān)概念，了解目前國(guó)內(nèi)外學(xué)者對(duì)知識(shí)產(chǎn)權(quán)促進(jìn)服務(wù)外包的作用和其中存在問(wèn)題的研究，同時(shí)總結(jié)國(guó)內(nèi)外各個(gè)政府如何建立服務(wù)外包知識(shí)產(chǎn)權(quán)保護(hù)體系。研究發(fā)現(xiàn)，各國(guó)為了推動(dòng)服務(wù)外包的發(fā)展，在知識(shí)產(chǎn)權(quán)保護(hù)上各有側(cè)重。我國(guó)近幾年服務(wù)外包發(fā)展迅速，服務(wù)外包示范城市不斷增加，這些示范城市為了營(yíng)造知識(shí)產(chǎn)權(quán)保護(hù)環(huán)境，也在積極探索構(gòu)建良好的知識(shí)產(chǎn)權(quán)保護(hù)體系。為了衡量這些保護(hù)體系的效果如何，收集相關(guān)示范城市數(shù)據(jù)、各個(gè)城市政府公報(bào)和相關(guān)產(chǎn)業(yè)的白皮書(shū)，掌握基于城市層面知識(shí)產(chǎn)權(quán)對(duì)服務(wù)外包的影響，并結(jié)合現(xiàn)有的服務(wù)外包城市競(jìng)爭(zhēng)力模型和知識(shí)產(chǎn)權(quán)保護(hù)評(píng)價(jià)指標(biāo)體系，，構(gòu)建了本文的服務(wù)外包知識(shí)產(chǎn)權(quán)保護(hù)評(píng)價(jià)指標(biāo)，利用熵值法對(duì)各個(gè)指標(biāo)賦予權(quán)重。在運(yùn)行該評(píng)價(jià)指標(biāo)體系時(shí)，選取了五個(gè)第三產(chǎn)業(yè)基礎(chǔ)相當(dāng)、服務(wù)外包產(chǎn)業(yè)規(guī)模相近、經(jīng)濟(jì)發(fā)展規(guī)模一致的服務(wù)外包示范城市，利用構(gòu)建的評(píng)價(jià)指標(biāo)體系分析了五個(gè)示范城市的情況。最后，利用該評(píng)價(jià)指標(biāo)體系對(duì)五個(gè)國(guó)家服務(wù)外包示范城市的服務(wù)外包知識(shí)產(chǎn)權(quán)保護(hù)情況進(jìn)行了評(píng)價(jià)，根據(jù)得分結(jié)果發(fā)現(xiàn)每個(gè)示范城市在發(fā)展服務(wù)外包過(guò)程中各個(gè)主體工作的突出表現(xiàn)和不足，如法律保護(hù)方面武漢市工作非常優(yōu)異，行政保護(hù)方面大連市和天津市工作成果突出，社會(huì)保護(hù)方面杭州市取得了較好的成果，企業(yè)保護(hù)方面，天津、大連和南京都有可圈可點(diǎn)之處。因此，五個(gè)城市應(yīng)根據(jù)自己的不足配合地區(qū)優(yōu)勢(shì)進(jìn)行一定程度地改進(jìn)。
[Abstract]:By combing the development track of relevant theories and existing research results, this paper limits the related concepts such as service outsourcing and intellectual property rights in this paper. To understand the current domestic and foreign scholars on the role of intellectual property rights to promote service outsourcing and the existing problems, at the same time summarizes the domestic and foreign governments how to establish a system of intellectual property protection of service outsourcing. In order to promote the development of service outsourcing, each country has its own emphasis on the protection of intellectual property rights. In recent years, service outsourcing has developed rapidly in China, and service outsourcing demonstration cities have been increasing. These demonstration cities in order to create an intellectual property protection environment, but also actively explore the construction of a good intellectual property protection system. In order to measure the effectiveness of these protection systems, collect relevant model city data. Each city government Gazette and the white paper of related industries master the impact of intellectual property rights on service outsourcing based on the city level and combine the existing competitiveness model of service outsourcing cities and the evaluation index system of intellectual property protection. This paper constructs the evaluation index of intellectual property protection of service outsourcing, and gives weight to each index by using entropy method. When running the evaluation index system, five tertiary industry bases are selected. Service outsourcing industry scale is similar, the scale of economic development of service outsourcing model cities, using the evaluation index system constructed to analyze the situation of five model cities. Finally. The evaluation index system is used to evaluate the intellectual property protection of service outsourcing in five national service outsourcing demonstration cities. According to the score results, we find that each model city in the development of service outsourcing process of the main work of the outstanding performance and deficiencies, such as the legal protection of Wuhan City is very excellent. In terms of administrative protection, Dalian and Tianjin have made outstanding achievements, Hangzhou has achieved better results in social protection, and the protection of enterprises, Tianjin, Dalian and Nanjing are all worthy of recognition. The five cities should improve to a certain extent according to their own shortcomings.
