【摘要】：實現(xiàn)城市治理體系和治理能力現(xiàn)代化的核心是治理法治化,法治武漢建設(shè)事關(guān)創(chuàng)建國家中心城市全局。推進(jìn)法治武漢建設(shè),要完善權(quán)力運行機(jī)制,加強(qiáng)對政府權(quán)力的制約和監(jiān)督,建設(shè)法治政府;要以法治健全自主創(chuàng)新機(jī)制、打通科技創(chuàng)新與經(jīng)濟(jì)發(fā)展的通道,推動國家創(chuàng)新型城市建設(shè);法治是社會主義核心價值觀的重要內(nèi)容,要通過立法、執(zhí)法、司法、守法踐行社會主義價值觀,推動全國文明城市建設(shè)。武漢市面對改革中出現(xiàn)的新問題,應(yīng)當(dāng)始終堅持將法治作為改革的方法論,杜絕特權(quán)和特例,以立法、完善法律適用和軟法之治調(diào)和法治與改革間的張力,以法治引領(lǐng)和保障改革。
[Abstract]:The core of the modernization of urban governance system and governance capacity is the rule of law, and the construction of Wuhan ruled by law is related to the establishment of the overall situation of the central city of the country. To promote the construction of Wuhan ruled by law, we should perfect the mechanism of power operation, strengthen the restriction and supervision of government power, and construct a government ruled by law; It is necessary to improve the mechanism of independent innovation through the rule of law, open the channel between scientific and technological innovation and economic development, and promote the construction of innovative cities in the country. The rule of law is an important part of socialist core values. It is necessary to carry out socialist values through legislation, law enforcement, judicature and law-abiding, and to promote the construction of civilized cities throughout the country. In the face of new problems arising from the reform, Wuhan should always adhere to the rule of law as the methodology of reform, eliminate privileges and special cases, legislate, perfect the tone of application of law and soft law, and the tension between the rule of law and reform. The rule of law will guide and guarantee reform.
