【摘要】：正2015年12月27日,第十二屆全國(guó)人民代表大會(huì)常務(wù)委員會(huì)第十八次會(huì)議通過(guò)《中華人民共和國(guó)反恐怖主義法》,這是新中國(guó)第一部反恐專門法。其中法案第一章總則第八條規(guī)定:"有關(guān)部門應(yīng)當(dāng)建立聯(lián)動(dòng)配合機(jī)制,依靠、動(dòng)員村民委員會(huì)、居民委員會(huì)、企業(yè)事業(yè)單位、社會(huì)組織,共同開(kāi)展反恐怖主義工作。第九條又規(guī)定:任何單位和個(gè)人都有協(xié)助、配合有關(guān)部門開(kāi)展反恐怖主義工作的義務(wù)"等。從以上這些規(guī)定不難看出,這部新出臺(tái)的反恐法已正式將"全民反恐"列為反恐工作原則之一。
[Abstract]:On December 27, 2015, the 18th meeting of the standing Committee of the Twelfth National people's Congress passed the Anti-Terrorism Law of the people's Republic of China, which is the first special anti-terrorism law of the people's Republic of China. Article 8 of the General provisions of Chapter 1 of the Bill states: "relevant departments shall establish linkage and cooperation mechanisms, rely on and mobilize villagers' committees, residents' committees, enterprises and institutions, and social organizations to jointly carry out counter-terrorism work. Article 9 also stipulates that all units and individuals have the obligation to assist and cooperate with the relevant departments in carrying out counter-terrorism work. From these provisions, it is not difficult to see that the new anti-terrorism law has officially listed "anti-terrorism for all" as one of the principles of counter-terrorism work.
