【摘要】：隨著我國城鎮(zhèn)化的發(fā)展，小城鎮(zhèn)建設(shè)重要性日趨明顯。“凡事預(yù)則立，，不預(yù)則廢”，因此，小城鎮(zhèn)建設(shè)的首要問題在于小城鎮(zhèn)的城鄉(xiāng)規(guī)劃。而公眾參與對小城鎮(zhèn)的城鄉(xiāng)規(guī)劃有著極為重要的意義，所以本文將研究的重點(diǎn)放在小城鎮(zhèn)城鄉(xiāng)規(guī)劃的公眾參與問題上。我國當(dāng)前的小城鎮(zhèn)城鄉(xiāng)規(guī)劃中存在著“政府主導(dǎo)有余，而公眾參與不足”的問題。之所以會(huì)出現(xiàn)這樣的問題，原因有兩點(diǎn)：第一，政府權(quán)力行政的行政管理方式?jīng)]有改變；第二，公眾參與小城鎮(zhèn)城鄉(xiāng)規(guī)劃的法律保障機(jī)制不健全。為此，政府應(yīng)當(dāng)轉(zhuǎn)變行政管理方式，同時(shí)，完善公眾參與的各項(xiàng)制度，從而保障公眾參與城鄉(xiāng)規(guī)劃的各項(xiàng)權(quán)利。
[Abstract]:With the development of urbanization in our country, the importance of small town construction is becoming more and more obvious. Therefore, the primary problem of the construction of small towns lies in the urban and rural planning of small towns. Public participation is of great significance to the urban and rural planning of small towns, so this paper focuses on the public participation in urban and rural planning of small towns. In the current urban and rural planning of small towns in our country, there is the problem that "the government leads more than the government, but the public participation is insufficient". There are two reasons for this problem: first, the administrative mode of government power administration has not changed; second, the legal protection mechanism of public participation in urban and rural planning of small towns is not perfect. Therefore, the government should change the way of administration and improve the system of public participation so as to guarantee the rights of public participation in urban and rural planning.
