【摘要】：《公務(wù)員法》第十六章"職位聘任"確立了我國(guó)公務(wù)員聘任制的法律地位。試點(diǎn)實(shí)踐中存在的諸多問(wèn)題,充分反映了現(xiàn)行《公務(wù)員法》對(duì)公務(wù)員聘任制的規(guī)定還存在定位不明、適用范圍不清、考核規(guī)制不嚴(yán)等法律問(wèn)題。本文結(jié)合試點(diǎn)實(shí)踐,緊扣法律問(wèn)題,對(duì)公務(wù)員聘任制的定位、適用范圍、考核等提出了完善措施,以期公務(wù)員聘任制在現(xiàn)行法律框架下,實(shí)現(xiàn)更好的發(fā)展。
[Abstract]:Chapter 16 of the Civil servant Law, "position appointment", establishes the legal status of civil servant appointment system in China. There are many problems in the practice of the pilot project, which fully reflect the legal problems such as unclear orientation, unclear scope of application and lax examination and regulation of the current Civil servant Law. Based on the practice of the pilot project, this paper puts forward some perfect measures for the orientation, application scope and examination of the appointment system of civil servants in order to achieve a better development of the system under the current legal framework.
