【摘要】：隨著社會主義法治進程的深入推進，黨委政法委執(zhí)法監(jiān)督工作所面臨的法律問題越來越復雜，而且這些問題常常跨越了多個部門的邊界，很多案件單獨由一個政法部門去解決已經(jīng)顯得捉襟見肘，因此必須在黨委政法委的主導下，充分發(fā)揮黨委組織協(xié)調(diào)的優(yōu)勢，加強部門間協(xié)調(diào)合作。目前，威海市正處于社會轉(zhuǎn)型期，改革進入攻堅階段，在新的形勢下，實現(xiàn)威海市委政法委執(zhí)法監(jiān)督工作的高效運轉(zhuǎn)，健全部門協(xié)調(diào)機制成為亟待解決的問題。 本論文主要運用文獻法、系統(tǒng)分析法、問卷調(diào)查法等方法，對威海市委政法委執(zhí)法監(jiān)督部門協(xié)調(diào)機制進行了分析研究。論文首先分析了威海市委政法委執(zhí)法監(jiān)督中的部門協(xié)調(diào)的現(xiàn)狀，從源頭上闡明了政法委執(zhí)法監(jiān)督權(quán)的政策來源及法律依據(jù)和存在的主要問題；其次，提出了威海市委政法委執(zhí)法監(jiān)督的部門協(xié)調(diào)機制構(gòu)建方案，論文從威海市委政法委執(zhí)法監(jiān)督工作全局考量，確立了完善部門協(xié)調(diào)機制的原則，從操作流程、成立機構(gòu)、增強執(zhí)行力等方面明晰了工作思路，在此基礎(chǔ)上，通過對增強協(xié)調(diào)針對性、監(jiān)督形式多樣化、協(xié)調(diào)科學化水平、協(xié)調(diào)分類、執(zhí)法隊伍建設(shè)、理順司法關(guān)系等方面的研究，，探索出一套完善威海市委政法委執(zhí)法監(jiān)督部門協(xié)調(diào)機制的途徑；最后，從優(yōu)化協(xié)調(diào)機制的配套保障體系、構(gòu)建和諧的政法部門間協(xié)調(diào)合作文化、增強市委政法委執(zhí)法監(jiān)督部門協(xié)調(diào)職能等方面提出了保障威海市委政法委執(zhí)法監(jiān)督中部門協(xié)調(diào)工作順利開展的措施和配套保障體系。
[Abstract]:With the further development of the socialist process of ruling by law, the legal problems faced by the party committees, political, legal, and legal committees are becoming more and more complex, and these problems often cross the boundaries of many departments. Many cases have been solved by one political and legal department alone. Therefore, under the guidance of the party committee, we must give full play to the superiority of the party committee in organizing and coordinating, and strengthen inter-departmental coordination and cooperation. At present, Weihai City is in the social transition period, the reform enters the critical stage, under the new situation, realizes the Weihai Municipal Committee political and legal Commission law enforcement supervision work to run efficiently, consummates the department coordination mechanism to become the question which urgently needs to be solved. In this paper, the coordination mechanism of law enforcement and supervision department of Weihai Municipal Committee of political Science and Law is analyzed and studied by the methods of literature, system analysis, questionnaire investigation and so on. Firstly, the paper analyzes the current situation of the coordination of the departments in the law enforcement supervision of Weihai Municipal Committee, and expounds the policy source, legal basis and main problems of the law enforcement supervision power of the political and legal Commission from the source. Secondly, the author puts forward the construction scheme of the department coordination mechanism of the Weihai Municipal Committee, the political and Law Commission of the Weihai Municipal Committee. From the overall consideration of the overall situation of the law enforcement and supervision work of the Weihai Municipal Committee, the paper establishes the principle of perfecting the coordination mechanism of the department, and sets up the organization from the operation process. On the basis of the research on enhancing coordination pertinence, diversification of supervision forms, coordination of scientific level, coordination of classification, building of law enforcement teams, and straightening out judicial relations, etc., To explore a set of ways to improve the coordination mechanism of the law enforcement and supervision department of Weihai Municipal Committee; Finally, from optimizing the supporting guarantee system of the coordination mechanism and constructing a harmonious culture of coordination and cooperation among the political and legal departments, In the aspects of strengthening the coordination function of the law enforcement and supervision department of the municipal party committee, the paper puts forward the measures and supporting guarantee system to ensure the smooth development of the coordination work of the departments in the law enforcement supervision of the Weihai Municipal Committee of the political and legal Affairs Commission.
