【摘要】：借鑒美國互聯(lián)網(wǎng)市場監(jiān)管中的網(wǎng)絡中立原則及其具體規(guī)則,我們應當對我國互聯(lián)網(wǎng)市場中的寬帶網(wǎng)絡服務商和邊緣供應商進行更明確的分類,并對其實施不同水平的業(yè)務監(jiān)管,即制定詳細的監(jiān)管規(guī)則保證寬帶網(wǎng)絡服務商嚴格履行普遍服務義務,而對邊緣供應商采取激勵創(chuàng)新的監(jiān)管措施。通過確保寬帶網(wǎng)絡服務商對所有安全的互聯(lián)網(wǎng)邊緣產(chǎn)品保持中立、提供公平的寬帶網(wǎng)絡服務,保障自由公平的邊緣供應市場競爭環(huán)境,進而激勵整個互聯(lián)網(wǎng)市場的能動創(chuàng)新和持續(xù)繁榮,推進我國"‘互聯(lián)網(wǎng)+’行動"的順利實施。
[Abstract]:Referring to the principle of network neutrality and its specific rules in American Internet market supervision, we should categorize broadband network service providers and marginal providers in China's Internet market more clearly, and implement different levels of business supervision. That is to make detailed regulations to ensure that broadband network service providers strictly comply with universal service obligations and to take innovative regulatory measures to marginal suppliers. By ensuring that broadband network service providers remain neutral on all secure Internet edge products and provide fair broadband network services, ensuring a free and fair edge supply market competition environment, Furthermore, it encourages the dynamic innovation and sustainable prosperity of the whole Internet market, and promotes the smooth implementation of "Internet" action in our country.
