【摘要】：黨的十八大將法治政府建設(shè)作為全面建成小康社會(huì)的重要目標(biāo)之一,體現(xiàn)出法治政府建設(shè)的重要性和緊迫性。法治政府的建設(shè)關(guān)系著我國(guó)政治的穩(wěn)定和社會(huì)的和諧。契約精神是現(xiàn)代文明社會(huì)重要的精神資源,其所蘊(yùn)含的自由平等、權(quán)責(zé)對(duì)等、法律至上、誠(chéng)實(shí)守信、公平正義等精神與我國(guó)法治政府的理念具有內(nèi)在一致性。我國(guó)在法治政府構(gòu)建過(guò)程中,應(yīng)積極弘揚(yáng)契約精神:樹立權(quán)利義務(wù)觀念,實(shí)現(xiàn)權(quán)責(zé)法定的政府;弘揚(yáng)誠(chéng)實(shí)守信精神,建立守法誠(chéng)信的政府;樹立法律約束觀念,建設(shè)廉潔高效的政府;堅(jiān)守契約正義法則,建立公開公正的政府;弘揚(yáng)自由平等精神,建設(shè)職能科學(xué)的政府。
[Abstract]:The 18th National Congress of the Party regards the construction of the government by law as one of the important goals of building a well-off society in an all-round way, which reflects the importance and urgency of the construction of the government ruled by law. The construction of government by law is related to the political stability and social harmony in our country. The spirit of contract is an important spiritual resource in modern civilized society, which contains the spirit of freedom and equality, equality of power and responsibility, supremacy of law, honesty and trustworthiness, fairness and justice, etc. In the process of constructing a government ruled by law, we should actively carry forward the spirit of contract: to establish the concept of rights and obligations, to realize the legal government of power and responsibility, to carry forward the spirit of honesty and trustworthiness, and to establish a government that is law-abiding and honest. To establish the concept of legal restraint, to build a clean and efficient government, to adhere to the law of contract justice, to establish an open and fair government, to carry forward the spirit of freedom and equality, and to build a scientific government.
