【摘要】：對與開放政府?dāng)?shù)據(jù)準(zhǔn)備度相關(guān)的國際評估報告和研究報告進(jìn)行了綜述,確定了開放政府?dāng)?shù)據(jù)準(zhǔn)備度評估的基本框架。通過梳理國內(nèi)外相關(guān)文獻(xiàn),重點(diǎn)對法律法規(guī)、政策兩個層面的準(zhǔn)備度評估指標(biāo)進(jìn)行了細(xì)化。在此基礎(chǔ)上,采用文本分析法,對中國8個地方政府在法律法規(guī)和政策層面的開放數(shù)據(jù)準(zhǔn)備度進(jìn)行了初步評估和分析。
[Abstract]:The international evaluation reports and research reports related to the data readiness of open government are summarized and the basic framework of the evaluation of data readiness of open government is established. Through combing the relevant literature at home and abroad, the paper refines the evaluation index of the preparation of laws, regulations and policies. On the basis of this, the paper makes a preliminary evaluation and analysis of the open data readiness of the eight local governments in China at the level of laws, regulations and policies by means of text analysis.
