【摘要】：加強(qiáng)對(duì)市場(chǎng)的監(jiān)督管理是政府從源頭對(duì)市場(chǎng)進(jìn)行管理的重點(diǎn),大市場(chǎng)監(jiān)管是現(xiàn)階段我國(guó)進(jìn)行行政體制改革的實(shí)踐過程當(dāng)中,把工商局、食藥監(jiān)局和質(zhì)監(jiān)局等與市場(chǎng)監(jiān)管職能密切相關(guān)的政府部門予以融合,組建統(tǒng)一的市場(chǎng)監(jiān)管部門的一種監(jiān)管模式,其實(shí)行的目的在于改變過去“九龍治水”的狀況,充分提高監(jiān)管效能。在當(dāng)下大市場(chǎng)監(jiān)管背景下,市場(chǎng)監(jiān)管工作任重而道遠(yuǎn)。在改革中,各地紛紛成立市場(chǎng)監(jiān)管局,逐步探索建立長(zhǎng)效的市場(chǎng)監(jiān)管執(zhí)法工作機(jī)制,北侖區(qū)也不例外。本文引言先概括闡述了本文研究的目的、范圍及意義。接著分五個(gè)部分對(duì)大市場(chǎng)監(jiān)管背景下北侖區(qū)市場(chǎng)監(jiān)管局執(zhí)法工作機(jī)制進(jìn)行論述和探討,旨在提出完善北侖區(qū)市場(chǎng)監(jiān)管局的執(zhí)法工作機(jī)制的對(duì)策。第一部分先介紹本文研究的背景及意義,繼而對(duì)大市場(chǎng)監(jiān)管及市場(chǎng)監(jiān)管執(zhí)法工作機(jī)制的概念予以闡述。第二部分介紹了北侖區(qū)市場(chǎng)監(jiān)管局執(zhí)法工作機(jī)制實(shí)踐運(yùn)作,先介紹北侖區(qū)市場(chǎng)監(jiān)管局的基本概況,接著介紹北侖區(qū)市場(chǎng)監(jiān)管局成立初期執(zhí)法工作機(jī)制的主要做法及取得的成效。第三部分對(duì)北侖區(qū)市場(chǎng)監(jiān)管局執(zhí)法工作機(jī)制存在的重點(diǎn)問題進(jìn)行研究。第四部分通過對(duì)以深圳、舟山為代表的各省市場(chǎng)監(jiān)管局執(zhí)法工作機(jī)制的比較研究,得出其可供借鑒的經(jīng)驗(yàn)為:下沉監(jiān)管職能、優(yōu)化工作流程及整合執(zhí)法隊(duì)伍。第五部分在借鑒深圳、舟山等市先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,提出完善北侖區(qū)市場(chǎng)監(jiān)管局執(zhí)法工作機(jī)制的相關(guān)對(duì)策,即完善全面依法治理機(jī)制、深化執(zhí)法人才發(fā)展機(jī)制、健全信息交流共享機(jī)制、健全執(zhí)法工作保障機(jī)制和落實(shí)機(jī)關(guān)文化建設(shè)機(jī)制。
[Abstract]:To strengthen the supervision and management of the market is the focus of the government to manage the market from the source. Large-scale market supervision is the process of carrying out the administrative system reform in our country at this stage. Government departments, such as the Food and Drug Administration and the quality Supervision Bureau, which are closely related to the functions of market supervision, will be merged to form a unified regulatory model for the market. The purpose of its implementation is to change the past "Jiulong water control" situation. Fully improve the effectiveness of regulation. Under the background of large market supervision, market supervision has a long way to go. In the course of reform, market supervision bureaus have been set up one after another to gradually explore the establishment of long-term market supervision and law enforcement mechanism, and Beilun District is no exception. The preface of this paper first generalizes the purpose, scope and significance of this study. Then it discusses and discusses the law enforcement mechanism of Beilun District Market Supervision Bureau under the background of big market supervision in order to put forward the countermeasures to perfect the law enforcement mechanism of Beilun District Market Supervision Bureau. The first part introduces the background and significance of this study, and then expounds the concept of market supervision and law enforcement mechanism. The second part introduces the practice of the law enforcement mechanism of Beilun District Market Supervision Bureau, first introduces the basic situation of Beilun District Market Supervision Bureau, and then introduces the main methods and achievements of the Beilun District Market Supervision Bureau's establishment of the initial law enforcement work mechanism. The third part studies the law enforcement mechanism of Beilun District Market Supervision Bureau. In the fourth part, through the comparative study of the law enforcement mechanism of the provincial market supervision bureaus, such as Shenzhen and Zhoushan, the author draws the conclusion that the experience can be used for reference: sinking the supervision function, optimizing the work flow and integrating the law enforcement team. On the basis of the advanced experience of Shenzhen and Zhoushan, the fifth part puts forward the relevant countermeasures to perfect the law enforcement mechanism of Beilun District Market Supervision Bureau, that is, to perfect the overall legal governance mechanism and deepen the development mechanism of law enforcement talents. We will improve the mechanism for information exchange and sharing, the guarantee mechanism for law enforcement and the implementation of the mechanism for the cultural construction of the organs.
