【摘要】：農(nóng)村土地集體所有是三權(quán)分置的基礎(chǔ),實(shí)現(xiàn)農(nóng)業(yè)用地規(guī)模經(jīng)營(yíng)是三權(quán)分置的前提,流轉(zhuǎn)地用于糧食生產(chǎn)是三權(quán)分置的關(guān)鍵。必須健全農(nóng)村集體土地承包經(jīng)營(yíng)權(quán)登記制度,開(kāi)展農(nóng)民對(duì)集體土地資產(chǎn)股份占有權(quán)試點(diǎn),開(kāi)放農(nóng)村集體建設(shè)用地使用權(quán)流轉(zhuǎn)市場(chǎng)。必須依法完善農(nóng)村集體土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)制度,完善農(nóng)村農(nóng)民宅基地使用權(quán)流轉(zhuǎn)制度,完善農(nóng)村集體非農(nóng)經(jīng)營(yíng)用地使用權(quán)流轉(zhuǎn)制度。
[Abstract]:The collective ownership of rural land is the basis of the three rights division, and the realization of agricultural land scale management is the premise of the three rights division, and the key of the three rights division is to use the circulation land for grain production. It is necessary to perfect the registration system of rural collective land contractual management right, carry out the pilot project of peasants' ownership of collective land assets, and open up the circulation market of rural collective construction land use right. It is necessary to perfect the circulation system of the right to contract management of rural collective land in accordance with the law, to perfect the circulation system of the right to use the rural peasants' homestead, and to perfect the system of circulation of the right to use the rural collective non-agricultural land.
