【摘要】：伴隨快速城市化的進(jìn)程,"城市病"愈加突出,城市社會(huì)管理的任務(wù)日益繁重,其中,城市管理執(zhí)法更是關(guān)系城市長(zhǎng)治久安的重要突破口。經(jīng)過20年三個(gè)階段的城市綜合管理體制改革試點(diǎn),2015年,時(shí)隔37年,中央城市工作會(huì)議的高規(guī)格召開以及國(guó)務(wù)院《關(guān)于深入推進(jìn)城市執(zhí)法體制改革改進(jìn)城市管理工作的指導(dǎo)意見》的推出,進(jìn)一步明確城市執(zhí)法體制改革的大方向。天津市是國(guó)家第一批城市管理綜合執(zhí)法改革的試點(diǎn)地區(qū),經(jīng)過近20年的改革試點(diǎn)實(shí)踐,從2013年起,天津市推動(dòng)以人員下沉、事權(quán)下移、就近管理的城市執(zhí)法體制改革。比較與借鑒國(guó)內(nèi)其他地區(qū)的典型試點(diǎn)工作,天津市的城管執(zhí)法體制改革總體上順應(yīng)黨中央、國(guó)務(wù)院的改革精神和地方經(jīng)濟(jì)社會(huì)發(fā)展的現(xiàn)實(shí)需要。
[Abstract]:With the rapid urbanization process, "urban disease" is more prominent, the task of urban social management is increasingly arduous, among which, urban management law enforcement is an important breakthrough for the long-term stability of the city. After 20 years of three stages of urban integrated management system reform pilot, in 2015, 37 years, The convening of the Central Urban work Conference and the introduction of the State Council's guiding opinion on promoting the Reform of Urban Law Enforcement system and improving Urban Management further clarify the general direction of the reform of urban law enforcement system. Tianjin is the first pilot area of urban management comprehensive law enforcement reform in our country. After nearly 20 years of experimental practice of reform, Tianjin has promoted the reform of urban law enforcement system with personnel sinking, power moving down and local management since 2013. By comparing and drawing lessons from the typical pilot work in other regions in China, the reform of urban management law enforcement system in Tianjin conforms to the reform spirit of the CPC Central Committee, the State Council and the actual needs of local economic and social development.
