?谑斜U闲宰》恐贫葓(zhí)行問題及對策研究

【摘要】:本文以?谑袨槔,研究其保障性住房制度執(zhí)行問題。首先,筆者就國內(nèi)外已有研究文獻匯總整理,目前已有的文獻成果集中在住房制度研究、保障性住房制度執(zhí)行存在的問題及成員分析、保障性住房制度執(zhí)行問題對策建議等,通過這些問題,奠定全文的理論基礎(chǔ);其次,筆者就目前?谑斜U闲宰》恐贫燃殑t進行深入闡釋,包括廉租房、公共租賃房、限價房、經(jīng)濟適用房等四類房型的準入標準、申報流程、監(jiān)管措施、退出機制、懲處措施等詳細說明,此外,為更好執(zhí)行保障性住房制度?谑幸渤雠_了相關(guān)措施及規(guī)定;最后,筆者采取深入訪談法、問卷調(diào)查法等形式,選取政府公職人員、承建商、住戶三類人群為調(diào)查對象,設(shè)立滿意度評價指標,就目前保障性住房制度執(zhí)行狀況進行打分。調(diào)查結(jié)果顯示在問責(zé)機制執(zhí)行是否到位、規(guī)劃區(qū)域是否合理、資金是否充裕、物業(yè)管理及后續(xù)服務(wù)是否到位指標得分較低,問題比較嚴重。在信息披露是否齊全、動態(tài)監(jiān)管是否嚴格周邊配套是否齊全、準入制度執(zhí)行是否嚴格、退出及上市交易制度是否合理、弄虛作假是否嚴重指標上得分處于剛好達標狀況。僅有配套法律是否齊全、建設(shè)進度是否正常指標得分是較高的。同時,筆者也對部分指標得分較低成因做了分析并在最后針對這些問題提出了強化問責(zé)力度、開辟信息披露多個渠道、強化動態(tài)監(jiān)管、拓寬資金渠道、限定居住年限及鼓勵自覺退出、完善物業(yè)管理模式等建議。
[Abstract]:This paper takes Haikou City as an example to study the implementation of its indemnificatory housing system. First of all, the author summarized the existing research literature at home and abroad, the current literature focused on the research of housing system, the implementation of affordable housing system problems and members analysis, the implementation of affordable housing system countermeasures and suggestions, and so on. Through these problems, the theoretical basis of the full text is established. Secondly, the author gives an in-depth explanation of the current regulations of the indemnificatory housing system in Haikou City, including the admission standards of the four types of housing, such as low-rent housing, public rental housing, price-limited housing, comfortable housing, and so on. The declaration process, supervision measures, exit mechanism, punishment measures and so on are explained in detail. In addition, in order to better implement the indemnificatory housing system, Haikou City has also introduced relevant measures and regulations. Finally, the author has adopted in-depth interviews, questionnaires and other forms. Three groups of government officials, contractors and households were selected as the survey objects, and the satisfaction evaluation index was set up to score the implementation of the current affordable housing system. The results show that whether the accountability mechanism is in place, whether the planning area is reasonable, whether the funds are adequate, and whether the property management and follow-up services are in place have a lower score, and the problem is serious. Whether the information disclosure is complete, whether the dynamic supervision is strict, whether the peripheral matching is complete, whether the access system is strictly implemented, whether the exit and listing trading system is reasonable, and whether the score on the serious index of fraud is just up to the standard. Only complete supporting laws, construction progress is normal indicators score is high. At the same time, the author also makes an analysis of the causes of low scores of some indicators, and at the end of the paper puts forward to strengthen accountability, open up multiple channels of information disclosure, strengthen dynamic supervision, and broaden the channels of funds. Limit the number of years of residence and encourage voluntary withdrawal, improve the property management model and other suggestions.
