【摘要】：執(zhí)法規(guī)范化建設(shè)存在的問題主要有:滯后的執(zhí)法能力與突出的法治需求之間的矛盾,有限的警察權(quán)力與過度的警力使用之間的矛盾,執(zhí)法培訓(xùn)的需求與執(zhí)法工作的強(qiáng)度之間的矛盾,科學(xué)的激勵(lì)機(jī)制與落后的考評(píng)標(biāo)準(zhǔn)之間的矛盾,抽象的法律規(guī)范與具體的執(zhí)法工作之間的矛盾,權(quán)益保障的滯后與警察權(quán)威的塑造之間的矛盾,輿論監(jiān)督的強(qiáng)化與警察溝通力不足之間的矛盾,執(zhí)法規(guī)范的統(tǒng)一與執(zhí)法區(qū)域的差異之間的矛盾。執(zhí)法規(guī)范化建設(shè)的根本點(diǎn)是提升公安執(zhí)法能力。
[Abstract]:The main problems in the standardization construction of law enforcement are: the contradiction between the lagging law enforcement capacity and the outstanding demand for the rule of law, the contradiction between the limited police power and the excessive use of the police force, and the contradiction between the limited police power and the excessive use of the police force. The contradiction between the demand for law enforcement training and the intensity of law enforcement work, the contradiction between scientific incentive mechanism and backward evaluation standards, the contradiction between abstract legal norms and specific law enforcement work, The contradiction between the lagging of the protection of rights and interests and the shaping of the police authority, the contradiction between the strengthening of public opinion supervision and the insufficient communication ability of the police, and the contradiction between the unification of the law enforcement norms and the difference between the law enforcement regions. The basic point of the standardization construction of law enforcement is to improve the law enforcement ability of public security.
