【摘要】：我國城市管理制度的發(fā)展已有近３０年的歷史，其中城市管理的基層執(zhí)法已成為我國在管理城市市容、環(huán)境、交通等各方面的主要手段之一，在城市發(fā)展中具有重要地位。 基層行政執(zhí)法也是我國國家公共政策體系中不可忽視的重要組成部分，本文選取連云港市城市管理的基層執(zhí)法作的具體情況作為觀察對象，，找出連云港市城市管理基層執(zhí)法中存在的問題，目的是針對連云港市城市管理基層執(zhí)法問題提出相關對策，從理論和實際角度進行分析，對于連云港市本地的城市管理基層執(zhí)法實踐具有一定的借鑒意義。 本文的內(nèi)容分為四個部分，第一章首先闡述基層執(zhí)法的相關概念、街頭官僚、行政裁量權的相關理論，為下文作好理論的鋪墊。第二章介紹了連云港市城市管理中基層行政執(zhí)法的背景與現(xiàn)狀。在第三章中則通過連云港城市管理中基層行政執(zhí)法存在的實際問題以及相關案例來找出連云港市城市管理基層行政執(zhí)法中存在的問題和原因。第四章通過分析連云港市城市管理基層執(zhí)法中存在的問題，找出改善問題的對策。 本文是從基層城市管理的相關理論入手，通過街頭官僚、公共裁量權理論的相關理論，采用街頭官僚理論的分析視角，其中重點以基層執(zhí)法者和被執(zhí)法對象兩個角度來提出連云港市基層行政執(zhí)法中的問題，并對連云港市城市管理的具體法規(guī)的執(zhí)行情況進行分析，進而對其存在的問題和原因進行探討，最終提出改善連云港市城市管理基層執(zhí)法狀況的建議和對策。
[Abstract]:The urban management system in China has been developed for nearly 30 years, among which the basic law enforcement of urban management has become one of the main means in managing the city appearance, environment, traffic and so on, and has an important position in the development of the city. Grass-roots administrative law enforcement is also an important part of China's national public policy system. This paper selects the specific situation of the grass-roots law enforcement in Lianyungang city as the observation object. To find out the problems existing in the enforcement of the law at the grass-roots level of urban management in Lianyungang, the purpose of which is to put forward the relevant countermeasures for the law enforcement at the grass-roots level of the urban management in Lianyungang, and to analyze the problems from the theoretical and practical angles. Lianyungang local urban management law enforcement practice has certain reference significance. The content of this paper is divided into four parts. The first chapter describes the related concepts of grass-roots law enforcement, street bureaucrats, administrative discretion of the relevant theory, for the following theoretical groundwork. The second chapter introduces the background and present situation of administrative law enforcement in Lianyungang city management. In the third chapter through the Lianyungang city management grass-roots administrative law enforcement problems and related cases to find out the problems and reasons in Lianyungang city management grass-roots administrative law enforcement. The fourth chapter analyzes the problems existing in the law enforcement of urban management in Lianyungang city, and finds out the countermeasures to improve the problems. This article is from the basic level city management related theory, through the street bureaucrat, the public discretion theory correlation theory, uses the street bureaucracy theory analysis angle of view, Among them, focus on putting forward the problems in the administrative law enforcement at the grass-roots level in Lianyungang City from the perspectives of grass-roots law enforcers and law enforcement objects, and analyzing the implementation of specific laws and regulations on the urban management of Lianyungang City. Then it discusses the problems and causes and finally puts forward some suggestions and countermeasures to improve the law enforcement situation of urban management in Lianyungang city.
