【摘要】：2005年,黨的十六屆五中全會正式提出“三農(nóng)”問題。2013年,黨的十八屆三中通過《中共中央關(guān)于全面深化改革若干重大問題的決定》,再次從全局角度對“三農(nóng)”問題特別是農(nóng)村土地問題進行了系統(tǒng)論述。國家提出了很多有利于農(nóng)民政策,農(nóng)民的種地積極性在一定程度上得到提高,很多荒廢農(nóng)地得到重新耕種,我國糧食產(chǎn)量也因此得到穩(wěn)定提高。同時,農(nóng)村土地糾紛問題居高不下,在一定程度上影響了農(nóng)村社會穩(wěn)定及經(jīng)濟發(fā)展,呼和浩特也存在同樣問題。因此,本文通過分析呼和浩特市農(nóng)村土地糾紛存在的問題,諸如：解決土地糾紛運行機制、相關(guān)法律法規(guī)及配套制度不完善等等,提出有效解決呼和浩特農(nóng)村土地糾紛建議。本文研究主要內(nèi)容有以下四個部分：一是進行文獻回顧與對農(nóng)村土地利益糾紛相關(guān)理論界定,為后文研究奠定理論基礎(chǔ)；二是詳細分析呼和浩特市農(nóng)村土地糾紛解決現(xiàn)狀及特點進行詳細分；三是分析呼和浩特市土地糾紛解決過程中存在問題,這也是本文重點；四是分析了中國農(nóng)村土地利益糾紛形成的歷史及現(xiàn)實因素；五是提出完善土地糾紛運行機制、配套制度及相關(guān)法律法規(guī)等方面建議,以此解決呼和浩特市土地矛盾糾紛的相關(guān)問題。希望通過本文的研究能夠有效化解呼和浩特市農(nóng)村出現(xiàn)的土地糾紛問題,為我區(qū)其他盟市中農(nóng)村土地利益矛盾糾紛的化解提供參考和借鑒。
[Abstract]:In 2005, the Fifth Plenary session of the 16th CPC Central Committee formally raised the issue of "agriculture, countryside and farmers." in 2013, Through the decision of the CPC Central Committee on deepening the Reform in an All-round way, the third Middle School of the 18th CPC Central Committee once again made a systematic discussion on the "three rural" issues, especially the rural land issue, from the overall perspective. The government has put forward a lot of favorable policies for farmers, farmers' enthusiasm for land cultivation has been improved to a certain extent, many abandoned agricultural land has been recultivated, and the grain yield of our country has thus been steadily increased. At the same time, the problem of rural land disputes remains high, which affects the social stability and economic development of rural areas to a certain extent, and Hohhot also has the same problems. Therefore, through the analysis of the problems existing in the rural land disputes in Hohhot, such as the operation mechanism of resolving the land disputes, the relevant laws and regulations and supporting systems are not perfect, the paper puts forward some effective suggestions to solve the rural land disputes in Hohhot. The main contents of this paper are as follows: first, review the literature and define the relevant theories of rural land interest disputes, and lay a theoretical foundation for the later research; The second is the detailed analysis of the current situation and characteristics of rural land dispute resolution in Hohhot, and the third is the analysis of the existing problems in the process of resolving land disputes in Hohhot, which is also the focus of this paper. Fourth, it analyzes the historical and realistic factors of the formation of land interest disputes in China's rural areas. Fifth, it puts forward some suggestions on how to improve the operation mechanism, supporting systems, and related laws and regulations of land disputes. In order to solve the land contradictions and disputes in Hohhot City related issues. It is hoped that the study in this paper can effectively resolve the land disputes in the rural areas of Hohhot and provide a reference for resolving the conflicts of rural land interests in other cities in our region.
