【摘要】：制定《上海市推進(jìn)科技創(chuàng)新中心建設(shè)條例》,既是搭建科技創(chuàng)新中心法律框架的必要,也是完善科技創(chuàng)新法規(guī)體系的需要�！稐l例》在立法目的、調(diào)整對象和調(diào)整手段上與《上海市科學(xué)技術(shù)進(jìn)步條例》和《上海市促進(jìn)科技成果轉(zhuǎn)化條例》有諸多不同,不會造成立法的重復(fù)�！稐l例》需要明確科技創(chuàng)新中心的定位,完善科技管理體制,劃定科技創(chuàng)新的區(qū)域布局,設(shè)定平臺建設(shè)、科技市場體系建設(shè)和創(chuàng)新環(huán)境建設(shè)的制度機(jī)制。
[Abstract]:The formulation of the regulations of Shanghai Municipality on the Promotion of the Construction of Science and Technology Innovation Center is not only the necessity of setting up a legal framework for scientific and technological innovation centers, but also the need to perfect the system of laws and regulations on science and technology innovation. There are many differences between the objects and means of adjustment and the regulations of Shanghai Municipality on the Progress of Science and Technology and the regulations of Shanghai on promoting the Transformation of Scientific and technological achievements, which will not lead to duplication of legislation. Perfecting the scientific and technological management system, defining the regional layout of scientific and technological innovation, setting up the system mechanism for the construction of platform, the construction of scientific and technological market system and the construction of innovation environment.
