【摘要】：推進(jìn)涉臺立法先行先試是貫徹黨的十八屆四中全會精神全面推進(jìn)依法治省的必然要求,也是福建先行區(qū)建設(shè)的內(nèi)在需要。當(dāng)前兩岸政治障礙還未有實(shí)質(zhì)性的突破,推進(jìn)涉臺立法先行先試面臨政治、法律、制度的掣肘與羈絆。要按照十八屆四中全會精神和全面推進(jìn)依法治省的實(shí)施意見,大膽探索,先行先試;同時本著實(shí)事求是精神漸試漸行,穩(wěn)步推進(jìn)。
[Abstract]:It is the inevitable requirement of carrying out the spirit of the fourth Plenary session of the 18th CPC Central Committee to advance the provincial administration by law, and is also the inherent need of the construction of the leading area in Fujian. At present, there has not been a substantial breakthrough in cross-strait political obstacles. In order to push forward the legislation concerning Taiwan, we will first try to face the constraints and fetters of politics, laws, and systems. It is necessary to follow the spirit of the fourth Plenary session of the 18th CPC Central Committee and comprehensively promote the implementation of the idea of administering provinces according to law, explore boldly and try first; at the same time, step by step in the spirit of seeking truth from facts and steadily advance.
