【摘要】：二十世紀八十年代以來,我國毒品問題死灰復燃。國家成立禁毒機構、健全法制、全力緝毒戒毒、成果顯著,但是毒品的販賣、吸食仍然呈現(xiàn)蔓延局面�；仡欀袊儆嗄甑慕練v史,特別是新中國建立初期實現(xiàn)了三年禁絕毒品,通過歷史經(jīng)驗的總結和歷史教訓的吸取,面對今天禁毒斗爭現(xiàn)狀和毒品蔓延的嚴峻形勢,找準毒品蔓延規(guī)律,轉變禁毒思路,調整禁毒戰(zhàn)略,全面開創(chuàng)以社區(qū)禁毒為基礎的禁毒體制,提出社區(qū)禁毒對策,以此才能真真實現(xiàn)禁絕毒品的目標。
[Abstract]:Since the 1980's, the drug problem in our country has resurfaced. The state has set up drug control agencies, improved the legal system, and devoted all efforts to drug control and detoxification, with remarkable results, but drug trafficking and drug use are still spreading. Recalling the more than 100 years of anti-drug history in China, in particular the fact that in the early days of the founding of the people's Republic of China, drug control was banned for three years, through summing up historical experience and drawing lessons from history, facing the present situation of the fight against drugs and the grim situation of drug spread, To find out the law of drug spread, to change the thinking of drug control, to adjust the anti-drug strategy, to create an anti-drug system based on community drug control in an all-round way, and to put forward community anti-drug countermeasures, we can really realize the goal of drug prohibition.
