【摘要】：傳統(tǒng)的區(qū)域沖突治理主要有主體調(diào)整和利益調(diào)整兩種方案,主體調(diào)整方案認(rèn)為應(yīng)當(dāng)通過重構(gòu)行政區(qū)劃、設(shè)立跨區(qū)域協(xié)調(diào)組織、加強(qiáng)府際治理來消解區(qū)域沖突;利益調(diào)整方案認(rèn)為治理區(qū)域沖突的重點(diǎn)是消除地方政府的利益意識。透過政治經(jīng)濟(jì)學(xué)"主、客觀條件與因素"理論可以發(fā)現(xiàn),產(chǎn)生區(qū)域沖突的根本原因是地方政府在橫向聯(lián)系中對權(quán)力的不規(guī)范運(yùn)作。因此,有必要以地方政府的職能界定和權(quán)力規(guī)范為核心,圍繞橫向府際關(guān)系,加快區(qū)域法制建設(shè),構(gòu)建區(qū)域沖突的法制化治理機(jī)制。
[Abstract]:The traditional regional conflict management has two kinds of schemes: subject adjustment and interest adjustment. The main body adjustment plan thinks that we should resolve the regional conflict by reconstructing the administrative divisions, establishing cross-regional coordination organizations and strengthening inter-government governance. The interest adjustment plan thinks that the focal point of managing regional conflict is to eliminate the interest consciousness of local government. Through the theory of "subjective, objective conditions and factors" in political economics, it can be found that the fundamental cause of regional conflicts is the irregular operation of power by local governments in horizontal connection. Therefore, it is necessary to take the function definition and power norm of local government as the core, to speed up the construction of regional legal system and to construct the legal governance mechanism of regional conflict around the horizontal relationship between governments.
