【摘要】:醫(yī)療行業(yè)作為一個舉足輕重的產(chǎn)業(yè),它直接關(guān)系社會公眾的切身利益。在新一輪醫(yī)療體制改革的大背景下,我國的醫(yī)療服務(wù)市場對外開放的程度也有了明顯提升。2010年12月多部門聯(lián)合出臺了《關(guān)于進一步鼓勵和引導(dǎo)社會資本舉辦醫(yī)療機構(gòu)意見》,從可操作的層面強調(diào)了新醫(yī)改關(guān)于鼓勵、支持、引導(dǎo)社會資本興辦醫(yī)療機構(gòu)的政策,并在措施上進行了非常細(xì)化的、具體的安排,為包括境外資本在內(nèi)的社會資本興辦醫(yī)療機構(gòu),提供了有利的發(fā)展契機。同時,2013年11月召開的中共十八屆三中全會,又一次強調(diào)了要深化我國的醫(yī)療衛(wèi)生體制改革,這為外資獨資辦醫(yī)提供了更大的發(fā)展空間。 外資醫(yī)院的進入,有利于改善我國醫(yī)療機構(gòu)的布局,,促使我國由公立醫(yī)院體制向現(xiàn)代化的醫(yī)療服務(wù)體系轉(zhuǎn)變,與國際水平接軌;還可以發(fā)揮外資醫(yī)院的“鯰魚效應(yīng)”,激活我國目前相對沉悶的醫(yī)療服務(wù)市場,形成合理有效的醫(yī)療服務(wù)行業(yè)競爭機制,進而提高我國整個醫(yī)療行業(yè)的競爭力;更重要的是,有助于我國多元化辦醫(yī)格局的形成,緩解我國“看病貴、看病難”的社會問題。然而,目前我國醫(yī)療服務(wù)業(yè)的投資狀況并不樂觀,大量外資瞄準(zhǔn)中國廣大的醫(yī)療服務(wù)市場,但實際行動的極少,大多都處于觀望的狀態(tài),并且我國國內(nèi)目前現(xiàn)有的外資醫(yī)院的發(fā)展情況也很不樂觀。因此,研究外資醫(yī)院的準(zhǔn)入制度,完善我國在該制度的制定與執(zhí)行方面的不足,對我國醫(yī)療服務(wù)業(yè)的長遠(yuǎn)發(fā)展具有重要意義。除了引言與結(jié)語,本文共四個部分: 第一部分從一般性理論層面對外資醫(yī)院準(zhǔn)入制度作一總結(jié),為后文的深入探討做鋪墊;第二部分在分析我國外資醫(yī)院準(zhǔn)入制度的變遷與現(xiàn)狀的基礎(chǔ)上,指出了目前我國外資醫(yī)院準(zhǔn)入制度所存在的缺陷,譬如:審批制度存在缺陷;醫(yī)保定點難以真正納入;限制外資醫(yī)院購買執(zhí)業(yè)所需設(shè)備的規(guī)定不當(dāng)?shù);第三部分在對國外重點國家美國、英國、德國的相關(guān)制度進行介紹的基礎(chǔ)上,提出了相應(yīng)的借鑒意見;最后,在分析原因的基礎(chǔ)上,針對每一問題提出了自己的完善建議和措施:完善我國外資醫(yī)院準(zhǔn)入審批制度;完善醫(yī)保申請法律制度;取消對外資醫(yī)院購買執(zhí)業(yè)設(shè)備的不當(dāng)限制等。
[Abstract]:Medical industry as a pivotal industry, it is directly related to the vital interests of the public. Against the backdrop of a new round of medical system reform, The degree of opening up to the outside world of the medical service market in China has also increased significantly. In December 2010, a multi-sectoral joint publication on further encouraging and guiding Social Capital to organize Medical institutions was issued, emphasizing the importance of the new health care reform on encouragement from an operational level. The policy of supporting and guiding the establishment of medical institutions by social capital and making very detailed and concrete arrangements on measures have provided favorable development opportunities for the establishment of medical institutions by social capital including foreign capital. At the same time, the third Plenary session of the 18th CPC Central Committee, held in November 2013, once again stressed the need to deepen the reform of the medical and health system in our country, which provided greater development space for wholly foreign-owned medical practitioners. It will help to improve the layout of medical institutions in our country, promote the transition from a public hospital system to a modern medical service system in our country, and bring it into line with international standards, and can also bring into play the "catfish effect" of foreign hospitals. Activate our country's relatively dull medical service market at present, form a reasonable and effective competitive mechanism for the medical service industry, and then improve the competitiveness of the entire medical industry in our country; more importantly, it is helpful to the formation of a diversified pattern of medical services in our country. Alleviate our country "see a doctor expensive, see a doctor difficult" social problem. However, at present, the investment situation in the medical service industry in China is not optimistic. A large number of foreign capital is aimed at the vast medical service market in China, but very few of the actual actions are in a wait-and-see state. And the development of the existing foreign hospitals in China is not optimistic. Therefore, it is of great significance for the long-term development of medical service industry to study the admission system of foreign-funded hospitals and improve the deficiencies in the formulation and implementation of the system. In addition to the introduction and conclusion, there are four parts in this paper: the first part summarizes the admission system of foreign hospitals from the general theoretical level, and lays the groundwork for the further discussion; In the second part, on the basis of analyzing the changes and present situation of the admission system of foreign capital hospitals in China, the author points out the defects of the admission system of foreign capital hospitals in our country, such as: the defects of the examination and approval system, the difficulty of bringing in the fixed points of medical insurance, The third part of the foreign key countries on the basis of the introduction of the relevant systems of the United States, Britain, Germany, put forward the corresponding reference; finally, Based on the analysis of the reasons, the author puts forward his own suggestions and measures for each problem: perfecting the admission examination and approval system of foreign capital hospitals in China; perfecting the legal system of medical insurance application; canceling the improper restrictions on the purchase of professional equipment by foreign hospitals, and so on.
