【摘要】：近年來,我國城市管理陷入一種"城管人員暴力執(zhí)法、相對人公然抗法"的惡性循環(huán)之中。究其原因,城管部門執(zhí)法理念過于滯后——"秩序行政"理念、"政府主體"理念、"小城管"理念,顯然難逃其咎。故此,為了構(gòu)建法治城管,加強(qiáng)和諧城市建設(shè),繼而提高我國城市的整體治理水平,也就需要在我國城管部門的執(zhí)法理念層面作出相應(yīng)的轉(zhuǎn)變,亦即樹立"服務(wù)行政"理念、"政府主體"理念以及"大城管"理念。
[Abstract]:In recent years, urban management in our country has been caught in a vicious circle of violent law enforcement by urban management personnel and blatant resistance to the law. The reason is that the law enforcement idea of urban management department is too lagged-the idea of "order administration", "government subject" and "small chengguan" are obviously to be blamed. Therefore, in order to construct urban management by law, strengthen the construction of harmonious city, and then improve the overall governance level of Chinese cities, we need to make corresponding changes in the law enforcement concept of urban management departments in our country. That is, to establish the concept of "service administration", "government subject" and "urban management".
